Luring/Sexual Assault/Sexual Interference – Arrests: R24-5499

In January 2024, the Winnipeg Police Service entered into investigations regarding three females in their teens reporting having been sexually assaulted.

The Sex Crimes Unit assumed the investigations and learned that in the first week of January 2024, a 32-year-old adult male contacted a female youth in her teens, arranged to meet, and drove her to a residence within the city where she was sexually assaulted.

On January 9, 2024, the same male, accompanied by a 30-year-old male, met with the same victim and brought her to a hotel in the 1900 block of Portage Avenue, where she was sexually assaulted by both males.

Through their investigation, the Sex Crimes Unit identified the suspects believed to be involved in this incident.

On May 15, 2024, Ousama ALKHATTAB, the 30-year-old suspect, turned himself in to investigators at police headquarters and has been charged with Sexual Assault and Sexual Interference.

On August 28, 2024, the second suspect met two female youths in their mid-teens (one of which he had befriended through a social media platform), and drove both to a downtown address where they were sexually assaulted by two yet-to-be identified adult males. The assaults were reported to police.

On December 12, 2024, officers located and arrested Abdelraheem KHATAB, 32, in the 400 block of Nathaniel Street without incident. KHATAB has been charged with the following offences:

  • Sexual Assault x 2
  • Sexual Interference x 2
  • Luring a Person Under 16 years of age by Means of Telecommunications
  • Supply Liquor to a Minor

Both ALKHATTAB and KHATAB were released on a court order prohibiting contact with individuals under 18, as mandated by the Criminal Code.
