On December 6 at approximately 8:15 p.m., the Winnipeg Police Service received a report of a late model pick-up truck equipped with emergency lighting attempting to conduct traffic stops on vehicles travelling in the area of Higgins Avenue and the Louise Bridge.
At approximately 10:00 p.m., attending Central District General Patrol officers located the involved 2017 Chevrolet Silverado parked in an open field in the first 100 block of Higgins Avenue. As officers approached, the driver and sole occupant of the vehicle, exited and challenged their authority and jurisdiction. The driver retreated to his vehicle and refused to exit at the direction of officers.
Met with resistance, officers extracted the driver from the vehicle, and safely placed him under arrest with the deployment of a conducted energy weapon. No injuries were reported as a result of the incident and officers seized the following property following a search of the vehicle:
- Emergency light bar affixed to the windshield
- Conducted energy baton (2ft)
- Collapsible batons x 2
- Approximately 41 Grams of Cannabis (Estimated Street Value: $615)
- Contraband cigarettes (15 Cartons/3,000 cigarettes)
A 47-year-old male of Winnipeg is facing the following charges:
- Possession of a Prohibited Weapon Knowing its Possession is Unauthorized
- Possession of a Weapon x 2
- Personating a Peace Officer
- Assaulting a Peace Officer
- Resist Peace Officer
- Unlawful Possession of Sale of Tobacco Products
The male was also charged under the Excise Tax Act with Unlawful Possession of Sale of Tobacco Products.
He was released by way of Appearance Notices.
