On November 30, 2024, at approximately 11:30 p.m., North District General Patrol officers were patrolling in the area of Andrews Street and Redwood Avenue when an adult male, operating a mountain bike exited the north back lane of Redwood Avenue and passed in front of the police cruiser car, nearly causing a collision.

The male fled from officers as they attempted to stop him. He was subsequently arrested without incident after a short foot pursuit, in the 400 block of Boyd Avenue. A barrel of what officers believed to be a firearm was observed to be protruding from his backpack.

Upon searching the suspect, officers located and seized the following items:

  • Loaded Sawed-off Winchester Model 12-gauge shotgun
  • 12-gauge Remington shotgun shells x 20
  • 9 grams of Fentanyl (Estimated Street Value = $3,600)

Troy William MASTERS, 32 of Winnipeg is charged with the following:

  • Possession of a Loaded Prohibited or Restricted Firearm
  • Possession of Firearm Knowing its Possession is Unauthorized
  • Possession of a Prohibited Device or Ammunition Knowing its Possession is Unauthorized
  • Carrying Concealed Weapon Prohibited Device or Ammunition
  • Possession of Firearm, Restricted/Prohibited Weapon, Firearm Part or Ammunition Contrary to Prohibition Order
  • Possession of a Scheduled Substance – Fentanyl
  • As a pedestrian or as the operator of a bicycle, fail to exercise due care and attention on a highway (Highway Traffic Act)

He was detained in custody.
