In November 2023, the Winnipeg Police Service’s Sex Crimes Unit entered into a sexual exploitation investigation after a youth came forward and reported being sexually assaulted while incarcerated at a youth custody facility in Manitoba.

The investigation revealed that between 2022 and 2023, while the survivor was in custody, a juvenile counsellor formed a relationship with her. During that time he provided her with extra canteen items, and in exchange, he sexually assaulted her.

On November 12, 2024, members of the Sex Crimes Unit arrested and charged
51-year-old Troy David WENSEL of Winnipeg, with Sexual Assault, Sexual Exploitation, and Obtaining Sexual Services from a Person Under 18 years of age.

He was released with conditions prohibiting access to anyone under 18, as directed by the Criminal Code.
