On November 2, 2024 at approximately 7:55 p.m., patrolling Winnipeg Police Service members of the Gangs & Guns Unit initiated a traffic stop near Salter Street and Selkirk Avenue regarding an electric bicycle being operated on a sidewalk.

As officers engaged with the male to address the Highway Traffic Act infraction, a portion of what appeared to be a firearm was observed partially concealed on his person. Officers arrested the male and seized an improvised firearm loaded with a 12-guage round of ammunition.

Edwin Wilfred DUCHARME, 40, of Winnipeg is charged with the following offences:

  • Possession of a Weapon
  • Carry Concealed Weapon Prohibited Device or Ammunition
  • Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order x 3

He was detained in custody.
