On October 21, 2024, at approximately 10:45 a.m., Central District General Patrol officers were patrolling in the Crescentwood neighbourhood when they observed an adult male walking near Maryland Avenue and Wellington Crescent carrying a backpack with what was believed to be a firearm sticking out of it.

Officers stopped and entered into an investigation which led to the arrest of the male suspect. A search of the backpack revealed a 12-gauge sawed-off shotgun. A shotgun shell was also located on the suspect’s person.

Blain Austin Justice NORQUAY (27) of Winnipeg has been charged with the following:

  • Possession of a Prohibited or Restricted Firearm with Ammunition
  • Carrying Concealed Weapon Prohibited Device or Ammunition
  • Possession of a Prohibited Device or Ammunition Knowing its Possession is Unauthorized
  • Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order

He was detained in custody.
