Child Sexual Abuse Imagery – Arrest: R24-47685

In July 2024, the Winnipeg Police Service’s Internet Child Exploitation Unit (ICE) was alerted to child sexual abuse imagery on a suspect’s mobile device.  A search of the device revealed child sexual abuse images and a Warrant for Arrest was issued for the suspect.

Further searches of the suspect’s mobile device revealed video recordings made in April 2023 and May 2024 of children and adults in various stages of undress in the family change room of a public pool in the Maples neighbourhood of Winnipeg.

On October 2, 2024, the suspect was arrested on the strength of the Warrant for Arrest.  Information came to light during the investigation which led investigators to believe that  the suspect had previously inappropriately engaged with a student while he was teaching at a high school in the North End neighbourhood.

Matthew James MOUSSEAU, a 37-year-old male of Winnipeg, was arrested for the following offences:

 

  • Possession of Child Pornography
  • Accessing Child Pornography
  • Voyeurism
  • Sexual Assault
  • Sexual Exploitation

Investigators determined that MOUSSEAU had been employed as a teacher in several schools in Winnipeg up until May 2024, but is no longer a teacher in Winnipeg.

MOUSSEAU was released on a Release Order as mandated by the Criminal Code.

The Winnipeg Police Service reminds everyone to be aware of their surroundings, especially when using a change room or washroom facility in a public setting.  The public are encouraged to report suspicious items or activity in or around these settings.
