On October 3, 2024, at approximately 10:30 a.m., Central District General Patrol officers conducted a traffic stop in the 300 block of Alexander Avenue on a 2017 GMC Terrain stolen from the Central Park neighborhood on October 1, 2024.

A male driver and lone occupant of the vehicle was arrested without incident, and the vehicle was searched incident to arrest. Two improvised firing devices (zip guns), along with four shotgun shells, with one shell loaded in the barrel of one of the devices, were located inside.

Brian David HAY (30) of Winnipeg has been charged with the following:

  • Possession of a Weapon x 2
  • Carrying Concealed Weapon Prohibited Device or Ammunition
  • Possession of Property Obtained by Crime Over $5,000

He was detained in custody.
