The Winnipeg Police Service recognizes the concerns raised by local businesses and residents regarding open drug use, drug trafficking, and related criminal activity. Police continue to hear firsthand the impacts these issues are having on community safety and the prosperity of local businesses.

As such, proactive patrols and engagement efforts are continuing as part of a broader drug enforcement initiative.

On October 6, 2026, just before 9:00 a.m., Central District Community Support officers

were patrolling in the West End business district with the goal of community engagement and curbing open drug use and drug trafficking.

Police observed a man in the 600 block of Portage Avenue believed to be openly selling drugs on the street.  

He was taken into police custody. A search during his arrest, resulted in the seizure of baggies of fentanyl (estimated street value $100), approximately $290 Canadian currency and a sawed-off shotgun.

Joel Kayo LESSARD, (25), was charged with:

  • Possession of a Scheduled Substance for the Purpose of Trafficking
  • Possession of Proceeds of Property Obtained by Crime Under $5000
  • Unauthorized Poss of a Firearm
  • Store Firearm or Restricted Weapon Contrary to Regs
  • Possession of a Weapon

He was detained in custody.
