Community Notification - High Risk Offender Release

The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP.  MIHRSOU today provides information regarding Justin David LEVASSEUR, (aka Jay LEVASSEUR, Norman LEVASSEUR, “J” and “J STAR”), 36 years of age, a convicted sex offender who is considered high risk to re-offend in a sexual manner. Females are at risk of sexual violence.

LEVASSEUR was released on statutory release from federal custody on September 2, 2026, in relation to convictions for sexual assault and forcible confinement in which he was sentenced on November 29, 2021, to 6 years (252 days pre-trial custody credit).

Upon release, LEVASSEUR will be subject to conditions imposed by the Parole Board of Canada and a lifetime weapons prohibition order.

LEVASSEUR is expected to reside in Winnipeg, Manitoba.

LEVASSEUR has a history of violence, sexual violence, and other offences. Although he has participated in some treatment programming, LEVASSEUR is still considered high risk to re-offend in a sexual manner.  Females are at risk of sexual violence.

This information is provided to enable members of the public to take suitable measures to protect themselves.  Any form of vigilante activity or other unreasonable conduct directed at Mr. LEVASSEUR will not be tolerated.

Background information:

Justin David LEVASSEUR is a 36-year-old male with a lengthy criminal record including convictions for sexual assault, forcible confinement, break and enter commit sexual assault, overcome resistance by attempting to choke, suffocate or strangle, assault cause bodily harm, assault (4 counts), resist peace officer (2 counts), escape lawful custody (2 counts), obstruct peace officer (2 counts), uttering threats, and numerous breaches of probation, recognizance and court orders.

 

LEVASSEUR was convicted of sexual assault and forcible confinement which took place over a month in February/March 2021. He met the adult female victim through Facebook. He forcibly confined her in his residence and committed numerous sexual assaults, assaults, and uttered threats against her. He was convicted on November 29, 2021, and received a sentence of 6 years (252 days pre-trial custody credit) and a lifetime weapons prohibition order.

Previously, on March 24, 2016, LEVASSEUR was convicted of break and enter commit sexual assault and overcome resistance by attempting to choke, suffocate or strangle and received a five-year sentence (which includes pre-sentence custody credit of 16 months). Those offences occurred in September of 2013 and involved breaking into a residence. LEVASSEUR was a stranger to the occupants.  He sexually assaulted and choked an adult female occupant while she was sleeping in one bedroom, and her children were asleep in another bedroom.

LEVASSEUR will be subject to conditions imposed by the Parole Board of Canada, and a lifetime weapons prohibition.

The conditions include:

  • Not to consume alcohol
  • Not to consume drugs
  • No contact with persons known to be involved in criminal activity or substance misuse.
  • Report relationships
  • Telecommunication restriction – Not to own more than one mobile communication device or SIM card.
  • Pornography restriction
  • Reside at specific place
  • No contact with victims or any member of the victim’s family.

While incarcerated, LEVASSEUR participated in some treatment programming but is still considered high risk to re-offend in a sexually violent manner against females.

Upon release, LEVASSEUR is expected to take up residence in Winnipeg, wherein he will be residing in a supervised setting.
