The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP.  MIHRSOU today provides information regarding Desmond Jared Shane CATCHEWAY, 36 years of age, a convicted sex offender who is considered a high risk to reoffend in a sexual and/or sexually violent manner against females, both youth and adults.

CATCHEWAY was released from The Winnipeg Remand Centre, Manitoba on November 19, 2025, with conditions on a Recognizance after being transferred from Stony Mountain Institution where he served an aggregate sentence ordered on December 20, 2022, March  20, 2023 and May 1, 2023, of 4 years and 6 months regarding convictions for Transmit, Make Available, Distribute or Sell Sexually Explicit Material to a Person Under 16 Years, Luring a Person Under 16 Years of Age by Means of Telecommunication, Indecent Exposure to a Person Under 16 Years of Age, Fail to Comply with Order, and Fail to Comply with Order or Obligation, minus pre-sentence custody credit of 702 days, resulting in a sentence going forward of 2 years 10 months and 26 days.

CATCHEWAY has a history of sexual and violent offences and numerous breaches of failing to comply with court ordered conditions.   

CATCHEWAY is expected to take up residence in Winnipeg, Manitoba.

Background information:

Desmond Jared Shane CATCHEWAY is a 36-year-old male with a lengthy criminal record including convictions for sexual assault (3 counts), Luring a Person Under 16 Years, Indecent Exposure to a Person Under 16 Years, Transmit, Make Available, Distribute or Sell Sexually Explicit Material to a Person Under 16 Years, Robbery, numerous breaches of court orders and obligations and recognizances.

CATCHEWAY’s sexual offences has been exacerbated by his use of illegal drugs, and intoxicants. He has a history of sexually assaulting unconscious females.

All females, both youth and adults are at risk.

The sentence imposed on December 20, 2022, related to an incident from April 2021 when CATCHEWAY sent a female youth numerous pornographic photos, videos and sexually motivated questions, and inviting the victim to meet with him.

The sentence imposed on March 20, 2023, involved failing to comply with conditions of a release order which prohibited any contact with or be in the presence of any person who is under the age of 18. This offence occurred on Sept 8, 2021, wherein CATCHEWAY, highly intoxicated was inside a vehicle with an 11-year-old female child. 

The conviction on May 1, 2023, was for failing to comply with his registration obligation as a convicted sexual offender.

CATCHEWAY was convicted of 3 separate offences of sexual assault and failing to comply with an undertaking.

In April 2010, he received a sentence of 4 years for Sexual Assault and 4 months concurrent (in addition to pre-sentence custody credit for 8 months) and 4 months concurrent for failing to comply with conditions of a release document. He assaulted a 16-year-old female youth while she was sleeping.

In June 2013, CATCHEWAY was sentenced to 6 months (in addition to 11 months pre-sentence custody credit) for Sexual Assault and 3 counts of failing to comply with a recognizance, receiving 30 days concurrent on those counts, but consecutive to the sexual assault sentence. He sexually assaulted a sleeping adult female.

In July 2018, CATCHEWAY received a sentence of 2 years less a day and probation of 1 year (in addition to 7 months of pre-sentence custody credit) for robbery.

In addition to the fail to comply convictions described above, CATCHEWAY has been convicted of 6 additional counts of failing to comply with orders and obligations and recognizances.

Upon release, CATCHEWAY will be subject to a Recognizance Order including the following conditions:

  1. Reside at approved address
  2. Report to Probation Services
  3. Report relationships
  4. Abstain from consumption or possession of alcohol, other intoxicants and illegal drugs
  5. Abide by curfew from 10 pm to 7 am
  6. Not to own or possess any cell phone
  7. No contact or communication with previous victims or their immediate family

CATCHEWAY is also subject to a lifetime Weapons Prohibition Order and a 20-year order which prohibits him from:

  1. Attending a public park or swim area where persons under 16 years are present or can reasonably be expected to be present or a daycare centre, school ground, playground, or community centre.
  2. Having any contact or communication by any means with a person under 16 years, unless he does so under the supervision of a person whom the court considers appropriate.
  3. Seeking, obtaining or continuing any employment, whether or not the employment is paid, or by volunteering, being in a position of trust or authority towards persons under 16 years.
  4. Using the internet or other digital network, unless he does so in accordance with conditions set by the court.
  5. Accessing, possessing or distributing any material that meet the definition of pornography or obscenity, to communicate with any person under 18 years.

MR. CATCHEWAY has refused to participate in required sexual offender programming while in custody.

CATCHEWAY is expected to take up residence in Winnipeg.
