The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding William Lee PERSWAIN, 41 years of age, a convicted sexual offender considered high risk to re-offend in a sexual manner against both youth and adult females. 

On October 8, 2025, PERSWAIN will be transferred to Winnipeg, Manitoba for his statutory release after serving a portion of his custodial sentence for a conviction of Sexual Interference. 

Although PERSWAIN has completed some sex offender programming while in custody, he remains a high risk to re-offend in a sexual manner against youth and adult females. 

This information is provided to enable members of the public to take suitable measures to protect themselves. Any form of vigilante activity or other unreasonable conduct directed at Mr. PERSWAIN will not be tolerated.

Background information:

William Lee PERSWAIN is a 41-year-old male with a lengthy criminal record including convictions for Break and Enter commit Sexual Assault, Sexual Assault with a weapon, Indecent Act, Sexual Interference, Aggravated Assault, Assault, Unlawfully being in a dwelling house and multiple breaches of probation and recognizance orders.

PERSWAIN is a convicted sexual offender considered high risk to re-offend in a sexual manner against both young and adult females.

On July 25, 2008, PERSWAIN received a custodial sentence of 9 years (with credit for 26 months of pre-sentence custody) for breaking into a residence and sexually assaulting the victim at knifepoint.

On June 23, 2022, PERSWAIN received a custodial sentence of 4 years and 232 days (with credit for presentence custody credit of 498 days) for Sexual Interference in 2016 of a child.

PERSWAIN was released from custody on July 24, 2025, and was supervised in Saskatoon, Saskatchewan prior to his transfer to Winnipeg, Manitoba.

PERSWAIN is subject to the conditions including:

  • Not to consume, purchase or possess alcohol.
  • Not to consume, purchase or possess drugs other than prescribed medication taken as prescribed.
  • Respect a daily curfew from 10 pm – 7 am.
  • Not to be in the presence of or communicate with any female children under the age of 16 years of age, unless accompanied by a person approved by the court and his parole supervisor.
  • Follow a treatment plan/program to be arranged by his parole supervisor.
  • Reside as directed by the Correctional Service of Canada.
  • Not to have any direct or indirect contact with the victim and family.
  • Immediately report all relationships and friendships and any changes to the status of the relationships to his parole supervisor.
  • Not own, possess or have the control of any weapon.

In addition, PERSAIN will be subject to a 10 year prohibition from:

  • Attending a public park or public swimming area where persons under 16 years are present or can reasonably be expected to be present or a daycare centre, school ground, playground, or community centre.
  • Seeking or continuing any employment, whether for pay or as a volunteer in a capacity that involves being in a position of trust or authority towards persons under the age of 16 years.
  • Having any contact, including communicating by any means, with a person who is under the age of 16 years, unless the does so under the supervision of a person who the court considers appropriate.
  • Using the internet or other digital network, unless it is done in accordance with conditions set by the court.
  • Possession of any firearm, crossbow, prohibited weapon, restricted weapon, prohibited device, ammunition, explosive substances, or all such things.

PERSWAIN is expected to take up residence in Winnipeg, Manitoba.
