On September 16, 2025 at 8:50 a.m., West District Patrol officers observed a man wearing a balaclava walking on Portage Avenue near David Street. While interacting with the man, he identified himself as 30-year-old David Ian FLETT. Officers learned he was breaching several court orders, including an order prohibiting him from entering the City of Winnipeg, and took him into custody.

During the arrest, officers located several items on the suspect that still had price tags from a box store in the 3600 block of Portage Avenue, which he was court-ordered not to attend. The items, valued at under $5,000, were confirmed by the store to be stolen.

FLETT has been charged with theft under $5000, failing to comply with a probation order, and failing to comply with release order X 2. He was detained in custody.
