Downtown Foot Patrol arrests man with knife threatening pedestrians at Portage and Main: C25-151348

On July 4, 2025, at 6:39 p.m., police responded to reports of a man armed with a knife threatening several pedestrians at the intersection of Portage Avenue and Main Street. One of the pedestrians, who was being chased by the suspect, jumped into a passing security vehicle to avoid him and contacted police.

Foot Patrol officers, with support from Central District General Patrol, found the suspect at Portage Avenue and Main Street, where he was still in possession of a knife. He attempted to flee, but was taken into custody near Main Street and McDermot Avenue. The knife was recovered during the arrest, and no injuries were reported.

Phillip William RIEL-LABIUK (25) has been charged with assault with a weapon, possession of a weapon, and failing to comply with his Release Order. He was detained in custody.
