Homicide – Arrests/Public Assistance: R23-60575

In November 2023, 30-year-old Shelby Dawn HAYWARD was reported missing after she was last seen in the vicinity of Polo Park Mall prompting an investigation by the Missing Persons Unit. Based on the received information in early 2024 the Homicide Unit assumed the investigation as HAYWARD was believed to be deceased.

During the investigation, Homicide investigators identified four suspects believed to be involved in HAYWARD’s death. One of the suspects passed away during the course of the investigation.

On September 25, 2024, investigators arrested 24-year-old Tamara Gayle MONEYAS at a residence in the 400 block of Toronto Street, and on October 2, 2024, 39-year-old Vincent Charles FONTAINE at the Headingley Correctional Institution. In consultation with Manitoba Prosecution Service, both have been charged with First Degree Murder and were remanded into custody.

The third suspect remains outstanding, now identified as 25-year-old Taylor Lena Ray MOOSE. A warrant of arrest for First Degree Murder has been authorized.

MOOSE is described as:

  • An Indigenous female
  • 25 years, approximately 5’4”, approximately 137 lbs, with a thin build
  • Auburn hair with Brown eyes

Notifications have been made to the family, and they are requesting privacy during this difficult time. 

The Homicide Unit is continuing to investigate and asks for the public’s assistance in locating MOOSE. Anyone with information regarding her whereabouts is asked to contact investigators at 204-986-6508 or anonymously at Crime Stoppers 204-786-TIPS or winnipegcrimestoppers.org.
