Project Watch Tower: Drug Trafficking Investigation – Arrests: C23-181805/R23-36902

During June and July of 2023, the Winnipeg Police Service’s Guns and Gangs and Drug Enforcement Units started separate investigations into the trafficking of methamphetamine and fentanyl within the city.

Several individuals and locations involved were identified during the investigations.

On July 27, members of the Tactical Support Team executed a search warrant at a residence in the 1000 block of Sherburn Street. An adult male suspect and an adult female suspect were arrested without incident. Guns and Gangs Unit investigators seized the following property as evidence:

  • Approximately 28 kilograms of Methamphetamine (Estimated Street Value = $1,400,000)
  • Approximately 2.7 kilograms of Cocaine (Estimated Street Value = $270,000)
  • Approximately 5.7 kilograms of Cannabis (Estimated Street Value = $20,000)
  • Approximately 4.2 kilograms of Edibles (Estimated Street Value = $63,000 )
  • Approximately 18 kilograms of Cannabis ‘Shake’
  • Packaging material for Edibles
  • Moulds for Edibles
  • Taser

Denis Michael Joseph DOSTIE (57), of Stornoway, Quebec, and Tracy LYONS (46), of Winnipeg, have been charged with multiple drug trafficking, drug production, and weapons-related charges. Both were detained in custody.

On the same date, members of the Tactical Support Team executed search warrants at residences in the 300 block of Qu’Appelle Avenue and the 400 block of Cumberland Avenue. Four adult male suspects and one adult female suspect were arrested without incident. Drug Enforcement Unit Investigators seized the following property as evidence:

  • A loaded 9mm Glock Firearm with an Obliterated Serial Number
  • A loaded 3D-Printed 9mm Polymer Firearm without a Serial Number
  • 9 mm Ammunition
  • Approximately 3 ounces of Fentanyl (Estimated Street Value = $34,000)
  • Approximately 6.7 kilograms of Methamphetamine (Estimated Street Value = $335,000)
  • Approximately 2.6 kilograms of Cocaine (Estimated Street Value = $266,000)
  • Approximately 1 ounce of Crack Cocaine (Estimated Street Value = $2,200)
  • Digital Scales
  • Cellular phones
  • Packaging Materials

Robert Trevor LANDER (47), Mohamed Hussein KEISAR (47), Guled Ali Omar MOHAMED (33), Abdurahzak Mohammed ISSE (33), and Joanna Lesley RENNICKS (53), all of Winnipeg, have been charged with multiple trafficking, proceeds of crime, and firearms-related offences.

All were detained in custody.

The Guns and Gangs and Drug Enforcement Units continue their investigations.
