2025 Preliminary Budget books

On December 11, 2024, we released our Preliminary 2025 Budget and we want to hear from you.

Our budget is structured in a multi-year plan that covers four years of expenses. This is the second four-year budget in the history of Winnipeg.

Every year, City Council reviews and approves the budget. Our budget contains an operating budget and a capital budget.

The operating budget outlines how we fund day-to-day operations and the services you rely on, in key areas such as public safety, transportation, environment, recreation and wellness, and planning and development.

The capital budget shows how we intend to invest in our infrastructure, like roads, and facility improvement projects.

How to provide your feedback and participate

To participate in the budget process, you can take our budget survey, submit written comments, or attend a committee meeting as a delegation.

You can provide feedback and share your thoughts and priorities on City services, spending, and taxes through an online survey, available until January 5, 2025. Your feedback will help inform City Council as it finalizes the preliminary budget for 2025.

In addition to filling out a survey online, residents, community groups, associations, and other stakeholders can provide feedback on the preliminary budget in-person or remotely by registering to appear as a delegation at the appropriate committee, or by providing a written submission for the public record.

If you’d like to submit a written comment or register as a delegation, you need to submit a public submission form. The deadline for the forms is noon of the business day before the meeting.

When registering as a delegation for a Standing Policy Committee or Executive Policy Committee, you can identify the specific budget item you wish to address or you can speak to the budget, generally. When registering as a delegation at the meeting of Council, you must identify whether you are in support or opposition to the proposed budget.

Public meetings to hear delegations and consider changes to the preliminary budget begin on January 13, 2025. Council will consider the Preliminary 2025 Budget Update on Wednesday, January 29, 2025.
