Engagement opportunities for Preliminary 2026 Budget Update

Our Preliminary 2026 Update to the 2024-27 Multi-Year Balanced Budget has been released and we want to hear from you.

Our budget is a multi-year plan that covers four years of expenses. City Council reviews and approves it annually.

What’s in the budget?

Check out the Budget 2026 website for the latest budget documents. You’ll find our budget contains an operating budget and a capital budget.

The operating budget outlines how we fund day-to-day operations and the services you rely on. This includes things like public safety, transportation, and recreation.

The capital budget shows how we intend to invest in our infrastructure. This includes things like roads, and facility improvement projects.

Provide your feedback

There are several ways you can be involved in the budget process.

You can take our budget survey to share your thoughts and priorities on City services, spending, and taxes. It’s available until November 30. Your feedback will help City Council as it finalizes the preliminary budget for 2026.

You can also speak in-person or remotely as a delegate at the appropriate committee meeting. Written submissions for the public record are also accepted.

If you’d like to submit a written comment or register as a delegation, you need to submit a public submission form. The deadline for the forms is noon of the business day before the meeting.

Appearing as a delegate

When registering as a delegation for a Standing Policy Committee or Executive Policy Committee, you can identify the specific budget item you wish to address. You can also speak to the budget, generally.

When registering as a delegation at the meeting of Council, you must identify whether you support or oppose the proposed budget.

Public meetings to hear delegations and consider changes to the preliminary budget begin on December 1. Council will consider the Preliminary 2026 Budget Update on December 17.
