Vehicle Inspection Education & Enforcement

The Winnipeg Police Service’s Vehicle Inspection Section (VIU) works in close partnership with the commercial vehicle community and MPI Vehicle Standards to keep Winnipeg roadways safe through education and enforcement. This includes:

Public Advisory: C22-217722

On September 20, 2022, the Winnipeg Police Service received reports during the morning rush hours regarding an adult male boarding a number of Transit buses and assaulting passengers. Female passengers advised the bus operators that an unknown male had grabbed their buttocks, and tried to kiss them. A separate victim advised they had been spit on while the male exited one of the buses.

Police are continuing their investigation but have not yet spoken to any victims.

Insecure Premises – Arrests: C22-216926

On September 19, 2022, the Winnipeg Police Service patrolling the North End observed an insecure premise in the 300 block of College Avenue known to be vacant.

West District General Patrol officers and Community Support Unit members attended and located sixteen (16) trespassers within the premises. All were initially arrested for being ‘Unlawfully in a Dwelling House’. While searching and securing the premises, officers located and seized the following items:

- loaded 12-gauge semi-automatic shotgun

Assault – Arrests: C22-216869

On September 19, at approximately 12:45 p.m., the Winnipeg Police Service responded to Sturgeon Heights Collegiate for the report of a fight involving several individuals.

On September 16, 2022, two male youths (both students at Sturgeon Heights) were involved in a physical altercation which was not reported to police.

On September 19, the incident culminated in both parties once again becoming involved in a heated argument resulting in an assault. The two adults (known to the youths) were also involved in the incident.

Catalytic Converter – Update

In 2021, vehicle accessories (including catalytic converters) replaced liquor as the most stolen property The Winnipeg Police Service 2021 Statistical Report. Over 1700 reported thefts were made to police in 2021, with the trend continuing into 2022.

The Winnipeg Police Service, Manitoba Justice and Crime Stoppers have all engaged in a multi-pronged approach to decrease the incidence of catalytic converter thefts.

Stolen Vehicle / Weapon – Arrests: C22-213102

On September 16, at approximately 2:30 a.m., the Winnipeg Police Service responded to the report of a vehicle being operated erratically and colliding with several parked vehicles in southeast Winnipeg.

East District General Patrol officers located the involved vehicle (determined to be stolen) at the intersection of De La Seigneurie Boulevard and Bishop Grandin Boulevard. Officers learned the two suspects had abandoned the running vehicle and fled in a taxi cab.

Medical Incident – Update: C22-175564/C22-175848

On September 15, 2022, the Winnipeg Police Service asked the public for help identifying an unknown male found in medical distress outside a restaurant at 1186 Main Street on August 5, 2022. The male had been transported to a hospital, where he later passed away.

As a result of the media release, police investigators received numerous tips from the public that assisted with positively identifying him as an adult male (with the help of the Chief Medical Examiner’s Office).

Officers have since met with his family, and notifications have been made.

Fatal Motor Vehicle Collision – C22-206523

On September 8, 2022, at approximately 2:30 p.m., the Winnipeg Police Service responded to a motor vehicle collision involving a pedestrian. An elderly female was crossing Henderson Highway at Oakland Avenue between parked vehicles when she was struck by an oncoming vehicle.

An off-duty officer driving in the area responded to the scene and provided emergency medical care until emergency services arrived.

The victim, in her nineties, was transported to hospital in unstable condition, where her condition changed to critical.

Homicide – Update: C22-31722 & R22-46937

As previously released:

On February 11, 2022, the Winnipeg Police Service received a request from Selkirk RCMP to assist with a missing person investigation. Brandon Brust, a 26-year-old male, and an unnamed 22-year-old female were reported missing from Scanterbury and believed to be in Winnipeg. The Bear Clan assisted with the search efforts.

On February 13, Brust’s vehicle was found parked in Winnipeg along the 600 block of Selkirk Avenue.

Medical Incident – Public Assistance Requested: C22-175564/C22-175848

The Winnipeg Police Service continues asking for help identifying a teenage or young adult male found in medical distress.

On August 5, 2022, at approximately 1:25 a.m., emergency services responded to a McDonald’s at 1186 Main Street to check the well-being of a male whose behaviour raised a passerby’s concerns. He was subsequently transported to a hospital in critical condition.

On September 6, 2022, a media release with images of the male was issued in hopes of identifying him; however, he remained unidentified.
