Proposed assessed property values for 2027 mailed to residential property owners

Winnipeg, MBThe City of Winnipeg is mailing out proposed 2027 assessed property values to 216,500 residential properties as part of the 2027 Residential Preview Program, which runs until April 10, 2026.

Under provincial legislation, we reassess property values every two years to make sure they align with current market conditions. The 2027 property assessment reflects market conditions as of April 1, 2025.

Property assessment is used to help determine the distribution of property taxes to each individual property, but the 2027 residential preview letter is not a tax bill. We send these proposed assessed values out now to allow time for property owners to review, compare, and contact us if there are any questions, in advance of us finalizing values for use in determining your 2027 property tax bill.

"We know that affordability is top of mind for Winnipeggers, and we are committed to ensuring our city remains an affordable place to live and raise a family," said Mayor Scott Gillingham. "As we update these values to reflect the market, we are proud that Winnipeg continues to maintain the lowest municipal property taxes of any major city in Canada."

It’s important to remember that an increase in your property’s value does not mean an equivalent increase to your property taxes.

"The goal of reassessment is fairness – it ensures everyone pays their share based on the current value of their home relative to others," said Councillor Jeff Browaty, Chairperson of the Standing Policy Committee on Finance. "If your property’s value increases at the same average rate as the rest of the city, your share of the tax load stays roughly the same. Assessment is about distributing the budget fairly, not generating more revenue."

Changes to your 2027 property taxes will depend on the following:

  • 2027 property tax rates
  • How your assessed value compares with the average increase of all properties in Winnipeg

City-wide average assessed value increases are expected to be known in the first quarter of 2027.

As part of the Residential Preview Program, you can schedule an appointment to discuss your assessment with Assessment and Taxation staff. Appointments are available until April 10, 2026.

Final 2027 property assessments will be available online on May 11, 2026 and mailed to all property owners on June 4, 2026.
