By messaging or commenting on official City of Winnipeg social media sites, you agree to these terms of use.
When you comment or message us:
- Be respectful: Treat others with courtesy and kindness, even if you disagree with them.
- Engage in a constructive way: Make sure your comments add value to the conversation.
- Stay on topic: Keep your comments related to the original topic or City of Winnipeg services or programs.
- Use your own name and account: Don't pretend to be someone else, including public figures or City officials.
- Follow the law: Don’t do anything illegal or promote unlawful behavior.
Your messages and comments must not include:
- Private information: Don’t share personal info – whether your own or another person’s - like phone numbers or addresses in your public posts or comments. We'll ask for contact details privately if necessary.
- Offensive content: Don’t post rude, insulting, vulgar, profane, abusive, aggressive, violent, sexually explicit, graphic or shocking language or content, or links to any such content.
- Discriminatory or hateful content: Don’t post anything racist, sexist, homophobic, or hateful. This includes content that attacks people, or incites hatred based on colour, race, religion, creed, national or ethnic origin, age, sex, sexual orientation, gender identity or expression, marital or family status, socio-economic status, physical or intellectual disability, or any personal characteristic.
- Threats or harassment: Don’t make personal attacks, or post threatening remarks.
- Security threats: Don’t post anything that could endanger public safety, promote illegal activities, or compromise the security of public systems.
- Illegal or harmful content: Don’t break the law or encourage others to do so. Don't encourage or support illegal activities or substances. Don't share content that breaks copyright or other intellectual property laws.
- False information: Don’t make defamatory or harassing remarks, or serious, unproven/unsupported or inaccurate accusations against individuals or organizations.
- Spam or irrelevant content: Don’t post repetitive irrelevant, or unintelligible content.
- Trolling: Don't post intentionally provocative, misleading, or repetitive messages to provoke, harass, or disrupt conversations and respectful engagement.
- Advertisements or endorsements: Don’t promote political candidates, businesses, or unions.
City of Winnipeg's rights on social media
- We monitor and manage comments and messages.
- We decide if content violates these terms of use.
- We can remove content that violates these terms of use without warning.
- We can mute, block, or ban users who violate these terms of use, for any specific or indefinite period of time, without warning.
- We can report serious violations to the social media platform or law enforcement.
- We may disable comments temporarily or permanently to keep the discussion respectful.
General Terms
- Users must also follow each social media platform’s rules (e.g., Facebook, X, Instagram, LinkedIn, and YouTube).
- Comments must be posted in English or French, Canada’s official languages.
- Comments posted are public.
- The opinions, comments, and content shared by users are their own.
- Content is subject to all applicable federal and provincial legislation, as well as all applicable municipal policies or by-laws.

Under no circumstances will the City of Winnipeg be liable for third party content including, but not limited to, errors or omissions, or loss or damage incurred as a result of the use of or reliance upon content posted, emailed, transmitted, or otherwise made available via the social media site.
Privacy statement
We will collect information that you provide to us through social media to process your request, order, or application and may use it to ensure service quality. Where the information is personal information, the Freedom of Information and Protection of Privacy Act (FIPPA) allows us to collect it for this purpose and FIPPA gives you privacy rights.
