Applicants can now use Permits Online to submit development applications

Winnipeg, MB – We’re making more changes to improve our permit services.

As part of the Housing Accelerator Fund initiatives, we are launching online self-service of development applications.

Starting today, most development applications can be submitted using Permits Online. This includes subdivision, rezoning, variance, and conditional use applications.

“We used to require six printed copies of every development application,” said Mayor Scott Gillingham. “Then we streamlined by offering email applications. Now, applications can be submitted online and shared instantly across departments. It’s a big improvement in speed, efficiency, and customer service.”

“This upgrade is another step toward a modern, efficient permitting system,” said Councillor Evan Duncan, Chair of the Standing Policy Committee on Property and Development. “Moving development applications online reduces delays and gives builders the tools they need to keep projects moving.”

“This upgrade provides a better way for our customers to manage their development applications. They can manage their projects from their computer or phone,” said Hazel Borys, Director of the Planning, Property & Development Department.

A few development applications still need to be submitted by email. We will transition the following from email to an online application by year’s end:

  • Alignments
  • Alternate equivalent compliance
  • Parking management plan
  • Plan approval / design review
  • Urban (downtown) design review
  • Communication facility protocol review

This initiative is funded through our Housing Accelerator Fund Program. The program is supported by the Government of Canada through the Canada Mortgage and Housing Corporation.
