City hosting five additional open houses to discuss proposed citywide zoning changes

Zoning changes expected to create more housing opportunities and help address Winnipeg’s housing shortage

Winnipeg, MB Five additional in-person open houses are being held to give Winnipeg residents more opportunity to meet with City of Winnipeg planners and discuss proposed citywide zoning changes.

The City has proposed zoning changes to help address an urgent need for more housing in Winnipeg. The changes to the Winnipeg Zoning By-law and Local Area Plans would enable the as-of-right development of:

  • Two-unit, three-unit, and four-unit homes in many neighbourhoods;
  • Taller four-unit homes (up to 39 feet) on certain lots within 800 metres walking distance of a frequent transit route.

The City had previously hosted three virtual open houses and one in-person open house from March 17-19, 2025. Recorded video of the virtual sessions is also available online at winnipeg.ca/infillhousing.

The City will complete a draft of the zoning bylaw changes for Council’s consideration. A public hearing is currently scheduled for June 2, 2025.
