Community Notification

The Manitoba Integrated High Risk Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding Brett Russell Jeffrey PILCH, 56 years of age, a convicted sex offender who is considered high risk to re-offend in a sexual manner.

Drug Seizure – Arrest: C22-53217

On March 15, 2022, at approximately 2:00 a.m., a Winnipeg Police North District General Patrol Unit conducted a traffic stop on a vehicle that was driving erratically. The vehicle was pulled over near Salter Street and Redwood Avenue. In speaking with the driver, officers became aware of several indicators suggesting drug trafficking. A search of the vehicle located a scale, $325 in cash, 36 rocks of cocaine, and 15 ounces of bulk methamphetamine. The total value of the drugs is approximately $14,200.

Snowmobile Pursuit – Arrest: C22-52051

On March 13, 2022, at approximately 12:00 p.m., the Winnipeg Police Service responded to a report of a male operating a snowmobile which was later determined to be stolen. The snowmobile was being operated illegally in the residential district of St. Norbert, contrary to regulations of the Highway Traffic Act.

East and West District General Patrol units and the Traffic Division travelling on snowmobiles arrived to search the area. A 40-year old male was quickly identified and determined to be the subject of a warrant stemming from firearms-related charges.

Homicide – Arrest: C22-28173

As previously released:

On February 9, 2022, at approximately 3:40 a.m., members of the Winnipeg Police Service responded to the 200 block of Garry Street, where two people were injured during a shooting.

Officers located an injured adult male and provided him with emergency medical care. He was transported to hospital in stable condition.

A second adult male was dropped off at a hospital and admitted in critical condition and has succumbed to their injuries.

Update:

Public Advisory - Assault School Age Child: C22-52612

The Winnipeg Police Service is issuing a public advisory regarding an assault of a middle-school-age youth that occurred on the morning of March 14, 2022, in the Fort Richmond neighbourhood. The school division has sent out a notification advising the community.

General Patrol officers met with the victim and her family, receiving details of the incident. The report was subsequently forwarded to the Child Investigations Unit to continue the investigation.

Interprovincial Drug Trafficking – Arrests: R21-62627

Between September and December of 2021, members of the Winnipeg Police Service Guns and Gangs Unit began investigating organized crime groups and drug networks from other cities attempting to establish themselves in Winnipeg. The result of this activity was a sudden increase in gun violence within the city of Winnipeg.

Theft Under– Public Advisory

The Winnipeg Police Service is investigating three concerning incidents of theft that occurred between March 11, 2022, and March 14, 2022. In each case, the victims were women shopping at locations on Regent Avenue and McPhillips Street. All of the occurrences involve persistent attempts to distract the victims, resulting in property theft.

Historic Sexual Assaults – Arrest: R21-68359

In early December 2021, the Winnipeg Police Child Abuse Unit (CAU) was contacted by a survivor of a historical sexual assault that had occurred in Winnipeg. The CAU began an investigation, and two additional survivors were identified regarding sexual assaults that had occurred at various locations in the city during the 1980s. All three were known to the accused. The survivors, now adults, reported that they were children at the time of the assaults.

Robbery – Arrests: C22-49305

On March 9, 2022, at approximately 2:00 p.m., General Patrol members responded to a mall in the 1400 block of Portage Avenue for a report of two males verbally threatening security and patrons. The two had then approached a vehicle and robbed the occupants at gunpoint with a pair of firearms that were produced.

Mall security contacted 911 and directed responding officers to the two suspects. Both attempted to flee but were engaged by police in a foot pursuit.

Carjacking (Food Delivery) – Arrest: C22-49087

On March 9, 2022, at approximately 9:15 a.m., General Patrol officers from the North District responded to a carjacking involving a food delivery driver.

The victim (the food delivery driver) had his running vehicle stolen after making a delivery at a residence in the 400 block of Selkirk Avenue. Upon returning to his vehicle, an unknown female was in the driver's seat, and the victim jumped in to prevent it from being stolen. The suspect suddenly drove away with the victim seated in the rear, subsequently crashing into two parked vehicles.
