Assault Peace Officers – Arrests: C22-65918

On March 31, 2022, at approximately noon, an off-duty Winnipeg Police officer was shopping at Unicity Mall when he saw a store employee chasing a male holding several pieces of merchandise fleeing the store. The officer followed outside and saw what were now three males carrying merchandise. He identified himself as a police officer and directed them to return to the store. Suspect #3 (S3) told suspect #1 ‘spray him,’ when S1 produced a can of bear spray and pointed it at the officer (O1).

Sexual Assault – Arrest: C22-48779

During the evening of March 8, 2022, the Winnipeg Police Service received a report of a 16-year-old male that had been sexually assaulted in the Inkster Gardens area.

The teenager had left a bus stop near Old Commonwealth Path and Doctor Jose Rizal Way when he was approached by an unknown male who started an inappropriate conversation and repeatedly fondled him before leaving.

Members of the Sex Crimes Unit continued with the investigation and identified a male suspect.

Drug & Firearm Offences – Arrest: C22-64055

In February 2022, members of the Guns & Gangs Unit began an investigation into the activities of a suspected cocaine trafficker.

On March 29, 2022, with the assistance of the Tactical Support Team and other officers, several search warrants were executed at a pair of residences – one in the 400 block of Richot Street and the other in the first 100 block of Lyra Gate.

A male suspect was taken into custody, and a number of items were seized (from him and the houses), including the following:

Drug Offences – Arrest: C22-64303

On March 29, 2022, members of the Guns & Gangs Unit, with the assistance of the Tactical Support Team and other officers, executed a search warrant at a residence in the first 100 block of Boulton Bay as part of a drug trafficking investigation.

A male suspect was taken into custody, and a number of items were seized from within the house, including the following:

- 1.15 kilograms of cocaine
- $200 in Canadian currency
- Drug packaging materials
- Score sheets

A 60-year-old male of Winnipeg faces charges of:

Assault with a Weapon– Arrest: C22-62226

On March 26, at approximately 1:15 a.m., Central District general patrol members were dispatched to an establishment in the 500 block of Balmoral for a report of a man who was holding staff and patrons at knifepoint.

Upon officers' arrival, the male grabbed hold of a woman in the establishment. He placed the knife to her throat and used her as a human shield.

WPS members were able to gain entry, deployed their conducted energy weapons (Taser), and took the male into custody.

Homicide – Arrest: C22-60496

Investigators with the Winnipeg Police Homicide Unit have charged a suspect in the March 23, 2022 murder of Prasad BISWA.

During the evening of March 25, Central District General Patrol officers arrested the suspect in the downtown area.

Kody Terrance Joseph PANGMAN, 26, of Winnipeg, has been charged with:
- Second Degree Murder
- Carry Concealed Weapon
- Fail to Comply with Conditions of Undertaking

He was detained in custody.

Thefts – Arrest: E22-4728

Investigators with the Winnipeg Police Service Property Crimes Unit investigated a rash of shoplifting incidents at various drugstore locations across the city.

One suspect was linked to eleven separate instances where high-end fragrances totalling approximately $28,000 were stolen. The same suspect also stole high-end designer sunglasses on three different occasions at a retail optical outlet valued at roughly $3,000.

On March 24, members of the Property Crimes Unit arrested the suspect.

Thefts – Arrest: R22-14297

In early February 2022, Investigators with the Winnipeg Police Service Property Crimes Unit were alerted to a series of thefts in the city. A major internet service provider was experiencing multiple thefts of aerial cable. The cable supplies internet to both businesses and residential properties. The thefts caused disruptions to internet service and affected homes in neighbourhoods throughout Winnipeg, as well as causing financial losses to business customers. Costs to the company associated with the replacement and repair of the cables totalled approximately $100,000.

Drugs – Arrest: C22-61168

In early March 2022, members of the Winnipeg Police Guns & Gangs Unit began an investigation into an individual suspected of trafficking in fentanyl. After a weeks-long investigation, officers obtained a search warrant for a residence located in the 900 block of Weatherdon Avenue.

On March 24, officers arrested the suspect and executed the search warrant. The search of the home revealed:
- 29 grams of fentanyl (ESV $11,600)
- 16 Percocet tablets (ESV $320)
- Approximately $30,000 in cash
- Money counter
- Scales

Homicide – Investigation: C22-60496

On March 23, 2022, at approximately 8:30 p.m., emergency services personnel responded to the 400 block of Edmonton Street for a male that had been assaulted. He was transported to hospital in critical condition but succumbed to his injuries.

The victim has been identified as Prasad BISWA, 40.
