Winnipeg Transit Plus invites residents to learn about eligibility and no-show policy changes

Released: January 14, 2026 at 3:30 p.m.

Winnipeg, MB – Important changes are coming to the Winnipeg Transit Plus service – and we want to ensure Winnipeggers understand their implications.

We drafted updates to our eligibility, no-show and late cancellation, and bag policies. We will recommend changes to these policies to City Council this summer.

But first, we want to both ensure customers understand the changes and ensure we understand how clients may be affected by them.

The draft eligibility expansion would open access to applicants who are unable to use the conventional transit service some or all the time. This is a change from the current policy which is based on a medical model.

The eligibility change would allow people to be registered with Transit Plus in one of three new categories:

  • Unconditional eligibility: Individuals are unable to use conventional transit. We would provide all trips.

  • Temporary eligibility: Individuals are unable to use conventional transit in the short term. We would provide trips on a temporary basis.

  • Conditional eligibility: Individuals with functional limitations and are affected by environmental or physical barriers. They are unable to use conventional transit some of the time. We would assist on portions of their trips. We would also help them access other transit services.

We have also drafted changes to the no-show and late cancellation policy as well as the bag policy. These changes are based on the feedback we received during our public engagement sessions in 2023.

We invite Winnipeggers to learn more about the draft policy changes at an in-person or virtual information session:

Registration is required for all information sessions.
