Nomination Period for 2025 by-election starts tomorrow

Winnipeg, MB – The Nomination Period for the 2025 by-election begins tomorrow, September 13, 2025.

The City of Winnipeg’s Senior Election Official will be accepting nomination papers for City Councillor – Elmwood-East Kildonan Ward, School Trustee for Louis Riel School Division Ward 3, and School Trustee for Pembina Trails School Division Ward 1.

All candidates must submit their nomination papers in-person with the Senior Election Official and are advised to make an appointment in advance. Candidates must also provide valid identification that shows proof of name and current address to be nominated.

Nomination papers must be filed in-person by the candidate on the prescribed form, and have the required number of valid signatures, as follows:

  • Councillor candidates must have a minimum of 25 signatures from voters whose names appear on the voters list for the Elmwood-East Kildonan Council Ward
  • School Trustee candidates must have a minimum of 25 signatures from voters whose names appear on the voters list for the school division ward in which they are seeking election

The deadline for filing is Friday, September 19 at 4:30 p.m.

The City Clerk’s Department will be open noon – 4:00 p.m. Saturday and Sunday, and 8:30 a.m. to 4:30 p.m. weekdays during the Nomination Period. It is located on the main floor of the Susan A. Thompson Building, 510 Main St.

Candidates may withdraw their nomination, in writing, until Saturday, September 20 at 4:30 p.m.

Order of names on the ballot

A random draw to determine the order of the candidates' names on the ballot will take place on September 20 at 5 p.m.
