Animal Services Agency offers pet licence amnesty in August and September

Winnipeg, MB - The City of Winnipeg Animal Services Agency will be holding a pet licence amnesty campaign from August 22, 2016 to September 30, 2016. Amnesty allows non-licenced pet owners the opportunity to purchase a licence while avoiding any retroactive licence fees and additional fines. We would like to encourage dog and cat owners who have never licenced their pets to take this opportunity to purchase a licence, available in a number of convenient ways.

It is the law in the City of Winnipeg that all dogs and cats over the age of six months must be licenced. Owners of dogs and cats over six months of age without a licence are subject to a $250 fine.

Effective October 1, 2016, Winnipeg will become a zero-tolerance pet licensing city. Zero tolerance means that if you are a pet owner and your pet does not have a current licence, you will be immediately subject to a $250 fine. In addition, if an unlicenced pet is impounded, the pet owner is responsible for further impound and boarding fees. Unclaimed unlicenced pets can be adopted to another family or sent to a rescue after three days.

Pets wearing a current licence enjoy a “free release program" where impound and boarding fees are waived. 311 operators can also reunite licenced pets wearing licenses 24/7.

What does pet licence revenue fund?

Pet licensing provides ongoing revenues to help fund services that the City of Winnipeg has implemented to help pets, including:

  • Housing and care for lost pets,
  • Reunite lost pets with their owners.
  • Provide emergency attendance at house fires, car accidents, and police incidents to help in the removal and care of pets.
  • Operate a pet adoption program.
  • Support low-cost community spay/neuter programs.
  • Educate the public about Responsible Pet Ownership.
