
Do you own property in Winnipeg? If so, watch for a letter in your mailbox soon that outlines your property’s assessed value for 2027. It’s important to note the 2027 property assessment is not a tax bill and does not affect the 2026 tax bill you recently received.

How was my assessed value determined?
The assessed value listed in your letter is an estimate of your property’s market value as of April 1, 2025. The market value is the likely selling price to a buyer if you were to put your property on the market for sale. Your property’s current characteristics and its physical condition are considered.

Why is this being done now?
We’re required by the Province of Manitoba to reassess property values every two years. We do this to make sure values align with current market conditions.
Again, the property assessment notice sent out this month is not a tax bill. We will use this value to help determine the distribution of property taxes to your property for your 2027 tax bill.
What impact will this have on my property taxes?
It’s important to remember an increase in your property’s value does not necessarily mean an equivalent increase to your property taxes. Changes to your property taxes depend on the following:
- Council approval of the 2027 operating budget and property tax rates
- How the assessed value increase compares with the average increase of all properties in Winnipeg
- If your assessed value increase is lower than the city-wide average and tax rates increase, your tax bill will likely increase at a lower-than-approved rate
- If your assessed value increase is equal to the city-wide average and tax rates increase, your tax bill will likely increase equal to the approved rate
- If your assessed value increase is higher than the city-wide average and tax rates increase, your tax bill will likely increase at a higher-than-approved rate
We expect to know the citywide average assessed value increases in the first quarter of 2027.

When you get your 2027 property tax bill next year, keep in mind that the total amount includes both municipal taxes and school taxes. The overall change in taxes is also affected by school division rates and other provincial credits.
What if I want to discuss my assessed value?
The property assessments being sent now are considered final. You can contact 311 to discuss your assessed values with valuation staff.
If you still have concerns after speaking with staff, you can file an application to the Board of Revision.
The deadline to file an application is June 29, 2026.
The 2027 Board of Revision starts July 15 and runs through February of next year.
