To complete this form, you will require the following documents:

  • Floor plan outlining the number of bedrooms and fire exits within the dwelling
  • If you are not the owner of the property, a letter of approval giving you permission to operate a short-term rental
    • If you rent the property, a letter of permission/approval from the landlord
    • For condominiums, a letter of permission/approval from the condo board
  • Winnipeg Police Record Review form along with two, valid pieces of government-issued identification (one must be a photo identification) and a completed police vulnerable sector check with criminal record check (PVSC) from the Winnipeg Police Service.
    • All sole proprietors, all persons that form a partnership, and all other persons who may provide direct management at this STRA must complete a record review form and provide the required identification.
    • Please combine all documents into a single file per upload where multiple documents are to be submitted.
  • Two pieces of government-issued identification to show evidence of owner’s or primary tenant’s principle residence (e.g. driver's licence or medical card). Please note: the name used on your application must match your identification

  • If you are not the owner of the property, a letter of approval giving you permission to operate a short-term rental

    • For condominiums, a letter of permission/approval from the condo board

Definitions

Primary residence

A primary residence is defined as a dwelling unit that is:

  • Owned or rented by an individual, either alone or jointly with other individuals
  • Where the individual lives for the majority of the year

This includes bed-and-breakfasts offered within the owner’s residence.

An individual cannot have more than one primary residence. A primary residence cannot be owned by a partnership or corporation.

Non-primary residence

A non-primary residence is a dwelling unit that is not the operator’s primary residence.

Non-primary residences may only be operated as short-term rentals if the operator owned them on or before February 23, 2023.
