Mayor Gillingham to testify on Thursday before Senate committee on bail reform bill

Mayor Scott Gillingham has been invited to make a second appearance before federal lawmakers this week to push for stronger bail laws for repeat offenders.

On Thursday morning, Gillingham will appear remotely before the Senate Committee on Legal and Constitutional Affairs to speak about Bill C-14, which would amend federal law related to bail and sentencing.

Bill C-14 was introduced shortly after Gillingham’s appearance in Ottawa before the House of Commons Justice Committee in October 2025.

Gillingham will share updated Winnipeg data and case examples on repeat offenders and bail breaches, and point to steps taken locally to address the issue, including the Winnipeg Police Service’s new Bail Compliance Unit.

“Cities are taking action to improve public safety, but we need federal laws that give the justice system better tools to keep repeat offenders off the streets,” said Gillingham.
