City implements ‘head-start signals’ at most Downtown intersections

Winnipeg, MB – A small change is about to make a big difference for pedestrians in Winnipeg’s Downtown.

Starting today, we are implementing Leading Pedestrian Intervals (LPIs) at nearly 100 Downtown intersections.

The change provides pedestrians a head start crossing the street before vehicles enter the intersection. It makes pedestrians more visible, which on average reduces the risk of a vehicle-pedestrian collision.

“Early results speak for themselves – a 13 percent pedestrian crash reduction and a 35 percent reduction of near-miss events,” said Janice Lukes, Chairperson of the Standing Policy Committee on Public Works (SPC-PW).

LPIs do not change the type of signals or visual cues drivers and pedestrians see at a signalized intersection.

The only difference is that pedestrians will get their “walk” signal five seconds before drivers travelling the same way get their green light.

Implementing LPIs was an action of the Council-approved Road Safety Strategic Action Plan. Their roll-out is supported by the now-fully staffed road safety branch.

“I’m very pleased to see our road safety branch up and running, and taking action on making our roads safer,” said Lukes. “I look forward to seeing LPI continue to be installed and make these improvements elsewhere.”

Drivers are reminded to pay attention to traffic signals and to yield to pedestrians.

This is especially important when turning right on red. Pedestrians with a walk signal always have the right-of-way.

At LPI intersections, pedestrians will get the walk signal and the right-of-way earlier than at other intersections – all while the light for drivers remains red.
