• Wading pools are for children 12 years of age and under 
  • Anyone 13 years of age and older must be supervising children under their care
  • Wading Pool Attendant must be on duty
    • If, for any reason, the Wading Pool Attendant must leave the pool area, they will clear the wading pool of all patrons until they have resumed visual contact of the pool
  • Walk on the pool deck - do not run
  • Flotation devices are not allowed in wading pools except for:
    • Life jackets
    • Flotation rings (no larger than 18 inches in diameter)
    • Water wings
  • Water toys such as small boats, water sieves, shovels, small buckets, etc. are allowed in the wading pool
    • Patrons will be asked to remove water toys if they are causing issues or are being used inappropriately
  • Spitting, spouting of water, pushing, horseplay, diving, climbing structures, and the use of water guns is not permitted
  • Proper swim attire is required (i.e. swimsuit, shorts)
  • Children who are not toilet-trained are required to wear a diaper
    Only disposable swim diapers made for use in the water (Little Swimmers) are allowed
    • Other disposable diapers are not allowed in the wading pool 
    • Cloth diapers must be worn under tight fitting rubber pants (or equivalent) and a bathing suit
    • Parents/guardians/caregivers are responsible to ensure the garments are changed when required and report any fecal accidents to on-site staff immediately
  • Do not use loud or abusive language in or around the pool
  • No smoking within 30 m (City of Winnipeg By-law no. 62/2011)
  • No alcohol/drugs
  • No food on the pool deck
  • Do not drink pool water or water from spray features
  • Bicycles, skateboards, scooters, and in-line skates are not permitted
  • No animals, except for service animals
    • Service animals are not allowed in the water
  • Wading Pools with slides:
    • Only one child on the slide at a time
    • Must slide feet first
    • No playing at the bottom of the slide

From the Public Health Act

  1. No person infected with a communicable disease or having open sores on his or her body shall enter the water;
  2. No person shall bring a glass container onto the deck area of the pool or facility; and
  3. No person shall engage in play hazardous to other persons in and around the pool or facility

Closing procedures 

Children will be permitted to stay in the wading pool while it is draining under the following conditions: 

  • They do not play near or sit on the drain 
  • There is no whirlpool present 
  • The Wading Pool Attendant does not have to leave the wading pool area to attend to other facility requirements

Facility information 

  • Wading pools have a maximum depth of 18–24 in./45–60 cm
  • When the pool is at maximum capacity, patrons must wait until space is available
  • Wading pools are not available for group bookings or rentals
  • Smaller groups are welcome during regular scheduled hours, and must adhere to the rules for groups using wading pools

Supervision requirements

  • Children under the age of 7 years must be accompanied in the water by a parent/guardian/caregiver at a ratio of 1 (parent/guardian/caregiver) to 4 (children) 
  • Parent/guardian/caregiver must be within arm’s reach of your children at all times
  • The parent/guardian/caregiver must be 12 years of age or older 
  • Parents must ensure that a guardian/caregiver understands the responsibilities they have been given
  • Parents/guardians/caregivers are responsible for the behavior of the children they bring to the wading pool
  • Children arriving onsite without parent/guardian/caregiver supervision will be asked to leave 

Facility rules

Wading Pool Attendants have complete authority.

Wading Pool Attendants have the right to allow or prevent access to any part of the pool or the pool in its entirety should there be any safety concerns regarding the patron’s use of the facility.

  • Groups are required to wait until space becomes available during peak times
  • Groups are limited to a 2-hour time frame during peak times 
  • Groups must adhere to all rules and will be asked to leave should they not follow to rules or Code of Conduct
  • Group ratios are required to be in place before entry:
    • Children under the age of 7: must be accompanied in the water, within arm’s reach, with one leader required for every four children (1:4 ratio)
    • Children 7—12 years of age: one leader required for every fifteen children (1:15 ratio)

Everyone has the right to a safe and respectful environment. Inappropriate or unlawful behaviour is not tolerated in City of Winnipeg facilities or programs.

Expectations

Every customer will:

  • Respect personal safety and boundaries
  • Maintain a respectful environment, free of:
    • Racism
    • Discrimination
    • Harassment
    • Disruptive conflict
    • Violence
  • Refrain from engaging in misconduct of a sexual, physical, or verbal nature
  • Immediately report any inappropriate or unlawful behavior to an employee on duty

Consequences

Customers will be asked to leave if:

  • They choose not to follow the code of conduct, or 
  • They do not change their behaviour when asked

Other consequences may include:

  • Suspension of service privileges
  • Banning from City of Winnipeg properties
  • Legal charges

Examples of inappropriate conduct

Examples include, but are not limited to:

  • Refusal to follow facility rules
  • Refusal to follow employee’s request to adhere to rules
  • Misuse of any facility space, including washrooms 
  • Intentional interference with:
    • Another customer’s use and enjoyment of the facility or program
    • The ability of employees to perform their duties
  • Any criminal activity
  • Inappropriate conduct involving children 

For privacy reasons, the City of Winnipeg does not:

  • Disclose personal information
  • Mediate between parties in cases of patron inappropriate behavior

The City of Winnipeg partners with the Canadian Centre for Child Protection (C3P). All disclosures, allegations or suspicions of sexual, unlawful, or inappropriate behavior by a patron in our recreation facilities are taken seriously and followed up on.

Staff have complete authority over the use of technological devices. 

The use of all technological devices is prohibited in:

  • Washrooms
  • Change/locker rooms
  • Showers

You must get permission from staff before using any device to take:

  • Pictures
  • Videos
  • Audio recordings

Staff have the authority to:

  • Request verification of the intent of anyone taking photos, videos, or audio recordings in the facility
  • Grant or deny permission if the technological device protocol is not being followed

Pictures may only be taken of children/patrons in your personal care. Every attempt should be made to limit or eliminate other patrons from being filmed in the background.

Lifeguards Have Complete Authority
