Winnipeg, MB - The Winnipeg Public Service is recommending the City of Winnipeg begin expropriation proceedings to acquire land at 1780 Taylor, where Winnipeg Fire Paramedic Service (WFPS) Station No. 12 is located.
The station location enables the WFPS to provide immediate protection and emergency medical response for the growing residential and commercial developments in the vicinity, along Sterling Lyon Parkway and for the proposed developments in South Charleswood. The Public Service originally intended to recommend acquiring this land through a land exchange. On November 6, 2012, the Standing Policy Committee on Property and Development directed the Public Service to negotiate the purchase of 1780 Taylor.
The City hired an independent appraiser who assessed the value of the Taylor property at $1,054,000. The land owner presented an assessment of $1,232,200 with an additional $844,220 to cover an alleged loss in property value adjacent to the WFPS facility. As a result of these differing land value assessments, the City and the land owner have not settled negotiations.
At this time, the land owner has advised the City that they will not agree to a third appraisal. As a consequence, the Public Service recommends that the City begin expropriation proceedings.
The report also recommends that the proceeds from the sale of properties at 409 Mulvey Avenue East, 200 Berry Street and 1710 Grosvenor Avenue will go towards the purchase of the land at 1780 Taylor Avenue.
