Winnipeg’s newest and most vocal cat rights activist, #Whiskerpeg, will ensure all Winnipeg pet owners get on board by promoting equality for cats. Winnipeggers will have the opportunity to meet the legend known as #Whiskerpeg on Winnipeg.ca and the City of Winnipeg’s Twitter feed and Facebook page.
“Introducing #Whiskerpeg is a unique way to spread the message about the importance of cat licensing,” says Leland Gordon, Chief Operating Officer of the Animal Services Agency. “The character also reminds animal lovers that 50 per cent of their cat licensing revenues go to community spay and neuter programs, helping other cats throughout the City of Winnipeg.”
Annual licence fees for spayed and neutered pets are only $15 for cats and $30 for dogs ($50 for intact cats and $65 for intact dogs). This is a small price to pay to help keep our beloved pets safe - and to address cat overpopulation in Winnipeg.
When pets are caught without a licence, owners may be subject to impound and boarding fees, as well as a $250 fine. With a licence, Animal Services and 311 can reunite dogs and cats with their owners, typically avoiding fees and fines.
With #Whiskerpeg’s help, the City of Winnipeg has made it easy for owners to pre-purchase cat licences, starting December 1, 2014:
- Buy licences online at Winnipeg.ca/animalservices
- Call 311, 24 hours a day, seven days a week
- In person at the Animal Services Agency (1057 Logan Avenue)

Winnipeg City Council approved the new Responsible Pet Ownership By-Law on July 17, 2013. This by-law is intended to protect the safety of pets, their owners and other residents and to address pet overpopulation in Winnipeg.
