City releases Community Trends and Performance Report and 2019 Budget Public Engagement Report

Reports will help inform the 2019 budget process and support decision-making

Winnipeg, MB – Today, the City of Winnipeg released the annual Community Trends and Performance Report and the 2019 Budget Public Engagement Report, two documents that will help inform the 2019 budget process and support decision-making.

The Community Trends and Performance Report is the first of the budget documents released annually, which compiles socio-economic trends and performance measures related to the delivery of City services.

The City studies trends in population, housing, and the economy to explain how Winnipeg has changed and how these in turn influence products and services provided by the City. Winnipeg is a growing city, with population growth largely driven by immigration. Housing starts remain strong and the city is one of the most affordable in Canada. According to KPMG’s annual business cost comparisons, Winnipeg’s annual business cost is also lower than many cities in Canada and the United States.

The performance measures in the report help identify needs within the community and support the allocation of resources for the delivery of City services through the budget process. Three types of measures are used, as well as historical data for trending purposes, including:

  • Service Level Statistics: snapshot of the service level activities by department
  • Effectiveness Measures: citizen feedback gathered by telephone survey on the level of satisfaction with City services
  • Efficiency Measures: cost per unit/resource to deliver a City service

As part of the citizen survey, 93% of Winnipeggers believe the quality of life in their city is good or very good. In addition, 87% of Winnipeggers are satisfied with the overall level of services provided and 71% of those surveyed believe they receive good to very good value for the tax dollar. Overall, the survey results are positive, indicating comprehensive service management and service delivery to Winnipeggers.

The 2019 Budget Public Engagement Report summarizes what we heard from Winnipeggers to help inform the budget process. Residents had multiple opportunities to provide their input, including an online survey, interactive online tool, 15 pop-up events (one in each ward), and an in-person workshop.
Through the public engagement for the 2019 budget process, the City interacted with over 600 residents in-person and over 850 online surveys from the public (through the tool and traditional survey).
The feedback received will help the City to develop a budget that reflects Winnipeggers’ priorities and preferences for key services and infrastructure while investing in the future of our city.

Winnipeggers will still have the opportunity to participate in the 2019 budget development process by registering as a delegation at Standing Policy Committee meetings once the preliminary budget is tabled.
