Mayor Scott Gillingham has announced key changes to City Council’s leadership team, including the appointment of Councillor Ross Eadie (Mynarski) to the Executive Policy Committee (EPC) as Chair of the Standing Policy Committee on Water, Waste and Environment.

Additional moves include:

  • Councillor Evan Duncan (Charleswood - Tuxedo - Westwood) becomes the Chair of Property & Development
  • Councillor Markus Chambers (St. Norbert - Seine River) has been named Deputy Mayor
  • Councillor Janice Lukes (Waverley West) will assume the role of Acting Deputy Mayor

Eadie Brings North End Representation to EPC for First Time in 33 Years

"Councillor Eadie knows this city and the issues that matter to Winnipeggers," said Gillingham. "His experience, dedication, and practical approach to problem-solving make him a great choice for this position."

Eadie was first elected in 2010 and has been a strong voice for his constituents in Mynarski. As the first totally blind councillor in Winnipeg’s history, Eadie has been a champion for accessibility, working to improve sidewalks, public transit, and other essential services. As a regular transit user, he understands firsthand the need for better service and safety.

Eadie has also been a long-time advocate for better transportation infrastructure, supporting projects like extending Chief Peguis Trail and replacing the Arlington Bridge to improve traffic flow and community connections.

One of the top priorities in his new role will be providing Council oversight on the renewal of the North End Water Pollution Control Centre. Eadie's experience serving on the 2024-27 Multi-Year Budget Working Group, where he helped guide significant infrastructure investments, will be key in ensuring responsible decision-making as the project progresses.

“I’m honoured that Mayor Gillingham has acknowledged my past work on many issues related to the Water & Waste file and asked me to serve on EPC," said Eadie. “I’m excited to take on this challenge and continue working to make Winnipeg a cleaner, safer, more sustainable city. There’s a lot to do, and I’m ready to get to work.”

This appointment marks Eadie’s first stint on EPC, and the first time the Mynarski ward has been represented on EPC since 1992.

Duncan to Lead Housing Reform

Councillor Evan Duncan, who previously served as Chair of Water, Waste, and Environment, will now focus on driving forward Winnipeg's bold housing initiatives as Chair of Property and Development.

“We are undertaking some of the biggest reforms to housing policy in the history of Winnipeg, and I’m looking forward to working closely with industry stakeholders and Council to get more homes and more businesses built more quickly,” said Duncan.

Chambers Steps Up to Deputy Mayor

Mayor Gillingham also announced that Councillor Markus Chambers will become Deputy Mayor, playing a significant role in community outreach and engagement.

"I consider it a great honour to serve as Winnipeg’s Deputy Mayor and support Mayor Gillingham,” said Chambers. “I am grateful for the opportunity to work even more closely with my Council colleagues to serve our community making positive changes. I thank Mayor Gillingham for his trust and confidence in appointing me to this important position."

Meanwhile, Councillor Janice Lukes will shift to Acting Deputy Mayor, along with retaining the role of Chair of Public Works where she is leading major initiatives like the upcoming launch of the new Winnipeg Transit network.

Note that the Deputy Mayor and Acting Deputy Mayor are positions outside of the Executive Policy Committee. All these appointments are effective immediately.
