Winnipeg, MB - The City of Winnipeg announced today the three shortlisted proponents from the Southwest Rapid Transitway (Stage 2) and Pembina Highway Underpass Project's (formerly the Capital Integration Project) Request for Qualifications (RFQ). The three shortlisted proponents are:
- Plenary Roads Winnipeg: led by Plenary Group Canada, PCL Constructors Canada Inc., Alberta Highway Services Limited (a division of ColasCanada Inc.)
- Red River Infrastructure Group: led by HOCHTIEF PPP Solutions North America, Inc., Ledcor Infrastructure Investments Inc., Flatiron Constructors Canada Limited, Ledcor CMI Limited, Ledcor Alberta Limited, AECOM, McElhanney
- WinnCity Transportation Partners: led by Aecon, Gracorp/Graham, BBGI
The Request for Qualifications (RFQ) closed on November 21, 2014, and was designed to identify consortiums interested in bidding on the Southwest Rapid Transitway (Stage 2) and Pembina Highway Underpass Project and to review their qualifications.
The next procurement step will include the issuance of a Request for Proposals (RFP) to each of the three shortlisted proponents. â�Bidders will put their proposals together through 2015. Bids will be evaluated and a successful proponent will be selected and announced in early 2016.
When complete, the Southwest Rapid Transitway (Stage 2) and Pembina Highway Underpass Project will be the City’s largest infrastructure project to date and will use a public-private partnership (P3) with a design-build-finance-(operate)-maintain (DBF(O)M) model.â� Under this model the private partner will develop the detail design for the project, construct it, finance it, and maintain it. This is very similar to the models used recently by the City of Winnipeg for the Disraeli Bridges Project and the Chief Peguis Trail extension.
