Winnipeg, MB - On behalf of Finance Minister Joe Oliver, the Honourable Shelly Glover, Minister of Canadian Heritage and Official Languages and Member of Parliament for Saint Boniface, today announced a P3 Canada Fund investment towards the Capital Integration Project (CIP) in Winnipeg. Minister Glover was joined at the event by Brian Bowman, Mayor of Winnipeg, and the Honourable Kevin Chief, Minister of Jobs and the Economy for the Government of Manitoba.
The project includes the Southwest Transitway (Stage 2) and the Pembina Highway Underpass project. Through the P3 Canada Fund, the federal government will contribute up to $137.3 million to the Southwest Transitway (Stage 2) component of the project, while the Province of Manitoba and the City of Winnipeg will each contribute $225 million. Once the route is opened, transit reliability and travel times will be improved, and congestion on local roads will be reduced.

- The project includes extending Winnipeg’s Bus Rapid Transit system by 7.6 kilometres, adding 10 transit stations, 2 park-and-ride facilities, 2 transitway bridges, an overpass, an underpass and a tunnel.

- By entering into a long-term P3 agreement, the City of Winnipeg will transfer significant risks over the lifecycle of the project to the private sector, allowing the City to realize greater value for taxpayers’ dollars.
- The $2.5-billion P3 Canada Fund is managed by PPP Canada, a Crown corporation responsible for advancing Canadian P3s through the provision of expert advice and support to all levels of government.
