City services in the event of a Canada Post work stoppage

Winnipeg, MB – The City of Winnipeg would like to advise residents and businesses of changes to City services in the event of a Canada Post work stoppage.

Residents are advised to contact 311 for information on how City services that normally use Canada Post will operate in the event of a work stoppage.

City departments and services affected by this work stoppage include:

Assessment and Taxation
There are many convenient ways to pay your property and/or business taxes. These include:

  • Tax Instalment Payment Plan (TIPP)
  • Online payment
  • At your bank and credit union
  • Courier
  • In person at 457 Main St. (main floor) during regular business hours, 8:30 a.m. to 4:30 p.m., Monday to Friday (except holidays) via cheque, bank draft or debit card only
    • Note: Cash and credit cards are not accepted for in-person payment of property or business taxes at this location
  • In person at the Susan A. Thompson Building, 510 Main St. (main floor) during regular business hours, 8:30 a.m. to 4:30 p.m., Monday to Friday (except holidays) via cheque, bank draft, debit card, and cash
    • Note: Credit cards are not accepted for in-person payment of property or business taxes
  • Drop-box at the Susan A. Thompson Building, 510 Main St., located at the James Avenue entrance, nearest to King Street

Community Services

Winnipeg Public Library
Winnipeg Public Library (WPL) members who receive notices by mail are advised to use the Library's online My Account service. My Account allows members to review their request lists, see their items on hold, and renew items borrowed, among other services.

Members can also call or visit any of the 20 branches of Winnipeg Public Library to switch their account notification option from mail to phone or email.

The WPL to Go smartphone app also allows easy access to My Account. TeleMessaging service is also available at any time for account messages and renewals at 204-986-4657 or toll-free at 1-866-826-4454.

Business Licenses
Individuals needing to apply for, or renew a business licence should do so in person at the Community By-law Enforcement Services offices, located at 395 Main St. during regular business hours, 8:30 a.m. to 4:30 p.m., Monday to Friday (except holidays), or contact the branch through 311.

2018 Election
In the event of a Canada Post work stoppage, delivery of voter’s notice cards may be delayed. Please note, voter’s notice cards are not required to vote, nor do they form a piece of identification for voters.

To determine where to vote on Election Day, October 24, 2018, or at Advance Polls which run from October 1 to October 19, 2018, please consult winnipeg.ca/wheredoivote or contact 311.

Bid submissions may be delivered to the Materials Management office located at 185 King St. (main floor).

Vendors/Suppliers
Payments to City vendors/suppliers of services and goods will still be made.

To sign up for electronic funds deposit for payment of invoices, please send a request through email to .

If you are not already on direct deposit, cheques will be available for pick-up at Corporate Finance - Treasury, Susan A. Thompson Building, 510 Main St. (main floor) during regular business hours, 8:30 a.m. to 4:30 p.m., Monday to Friday (except holidays).

Vendors/suppliers are advised to have the cheque number, cheque date and vendor number to provide to staff when picking up cheques.

Identification is also required (e.g., company cheques, business card, or letter of authorization on company letterhead). Couriers may be used for cheque pick-up if the same information is supplied. For other accounts payable information, including receiving details on how to set up direct deposit, please contact 311.

Human Resources
Individuals who have recently submitted employment applications to the City via Canada Post are asked to contact the department through 311 to confirm that their application was received.

Anyone who is planning on applying for a City employment position is advised to submit their application online or in person at the Susan A. Thompson Building, 510 Main St. (main floor).

Legal Services
Please contact the department through 311 to make alternate arrangements.

Planning, Property and Development
Customers with Planning, Property and Development accounts are advised to contact the department through 311 to make alternate arrangements such as courier or in-person drop-offs.

Cemeteries
Clients, Suppliers, Funeral Homes/Directors or Memorial Dealers are advised to contact the Cemeteries Branch by phone at 204-986-4348 to make arrangements.

Public Works
Customers with Public Works accounts are advised to contact the department through 311 to make alternate arrangements such as courier or in-person drop-offs.

Water and Waste

Utility Bills
Customers who receive a utility bill (either by Canada Post, ePost, MyUtility or another delivery service) must pay the amount owing by the due date to avoid late payment charges.

Utility bills can be paid:

  • Using online or telephone banking
  • At authorized agents (e.g., financial institutions, designated drug stores and grocery stores)
  • In person at the Susan A. Thompson Building, 510 Main St. (main floor), or the Bilingual Service Centre, 170 Goulet St. during regular business hours, 8:30 a.m. to 4:30 p.m., Monday to Friday (except holidays) with cash, cheque, money order, or debit card
  • After hours at City Hall:
    • Drop an envelope containing a cheque or money order together with the bottom portion of the utility bill in the drop-box at the Susan A. Thompson Building, 510 Main St., located at the James Avenue entrance, nearest to King Street
  • By cheque/money order (payable to City of Winnipeg) at drop boxes located at Manitoba Hydro and MTS offices and outlets
  • Through MoneyGram (service fees apply) at Canada Post retail locations, which will remain open during a work stoppage but may have reduced hours

MyUtility is a convenient portal that allows customers to view and manage their utility bills online using any device, including smartphones. To register for MyUtility, visit myutility.winnipeg.ca. Customers will need a valid email address and their City of Winnipeg utility account and meter numbers, which can be found on a copy of their utility bill.

Brady Road Resource Management Facility Bills
Customers who receive a bill for Brady Road Resource Management Facility tipping fees, small commercial collection fees or bulky and surplus waste collection fees must pay by the due date to avoid late payment charges. Bills can be paid in person at:

  • 1120 Waverley St. during regular business hours, 8:30 a.m. to 4:30 p.m., Monday to Friday (except holidays) with cheque or money order
  • Brady Road Landfill office during regular business hours, 8 a.m. to 4 p.m., Monday to Friday (except holidays) with cash, cheque, money order, or credit card (Visa, MasterCard, American Express only)

Other Water and Waste Accounts
Customers with water and waste accounts that do not fall within utility or Brady Road Resource Management Facility billing are advised to contact the department through 311 to make alternate arrangements such as courier or in-person drop-offs.

Winnipeg Fire Paramedic Service
To ensure payments are received on time, customers are advised to make payments:

  • In person at the Susan A. Thompson Building, 510 Main St. (main floor) or at the Bilingual Service Centre, 170 Goulet St. during regular business hours, 8:30 a.m. to 4:30 p.m., Monday to Friday (except holidays)
  • By phone using a credit card at 204-986-3001
  • Online

Winnipeg Parking Authority

Ticket Payments
The Winnipeg Parking Authority provides a number of methods of payment for fines related to outstanding tickets/offence notices that are not dependent on regular mail service. Payments of outstanding fines are still required, regardless of disruption in Canada Post delivery.

Additionally, customers who wish to take advantage of the early payment discount may also pay through methods other than mail delivery service.

Outstanding fines can be paid:

  • Online
  • By telephone through 311
  • In person at 495 Portage Ave., Monday to Friday, between 8:30 a.m. and 5 p.m. with cash, cheque, money order, credit or debit card
  • By cheque or money order (payable to City of Winnipeg) at the drop boxes located at 495 Portage Ave.

Services related to contesting a parking ticket or Penalty Notices issued under the Municipal By-Law Enforcement Act continue to be offered in person at 495 Portage Ave. or online.

Winnipeg Police Service

Residents who normally use Canada Post for correspondence with the Winnipeg Police Service are advised that mail for the service can be dropped off at the security desk in the lobby of the Police Headquarters, 245 Smith St., for distribution during regular business hours, 7 a.m. to 4 p.m., Monday to Friday (except holidays).
