Winnipeg, MB - Mr. Marc Lemoine has been appointed the City of Winnipeg's new City Clerk following approval of his appointment at today's Council meeting Mayor Brian Bowman announced today.

“Mr. Lemoine has extensive knowledge and understanding of city processes and procedures,” said Mayor Brian Bowman. “As Deputy Clerk for many years, he has demonstrated strong leadership and project management skills, and I look forward to his continued service with the City of Winnipeg in this new and challenging role.”

The recruitment and recommendation of Mr. Lemoine was undertaken by the Governance Committee of Council chaired by Council Speaker Devi Sharma.

“I want to thank my colleagues on the Governance Committee including Councillors Jeff Browaty, Shawn Dobson, and Cindy Gilroy for all their work and time invested in the recruitment process,” said Councillor Sharma. “Our City Clerks Department is a leader amongst North American municipalities. We are looking to Mr. Lemoine to continue this leadership and ensure provision of the highest level of services to members of Council, senior administrators and the public. In my experience in working with Mr. Lemoine, I know he will be successful.”

The City Clerk position was posted on January 19, 2018 and closed February 5, 2018. The opportunity was open to both internal and external candidates, and was widely promoted including advertisements in the International Institute of Municipal Clerks and the Institute of Public Administration in Canada. A total of 61 applications were received.

As one of four statutory officers, the appointment of the City Clerk requires Council approval. With Council’s approval today, Mr. Lemoine will assume the fulltime, permanent duties of City Clerk effective March 5, 2018. As with all new statutory appointments, Mr. Lemoine has agreed to make his employment contract publicly available consistent with the appointments of the Chief Administrative Officer and the City Auditor.

Previous to this appointment, Mr. Lemoine was the City of Winnipeg’s Deputy City Clerk. He was also the Senior Election Official for the City of Winnipeg and the city’s six school divisions. He joined the City of Winnipeg in 1986, assuming the role of Deputy City Clerk in 2001 and the role of Senior Election Official in 2006.

Mr. Lemoine has been involved in 39 elections and by-elections involving City Council or school trustees during his time with the city, and was a member of the 2009 and 2017 Ward Boundaries Commissions.

He holds a Bachelor of Computer Science (Honours) degree, and a Master of Business Administration degree from the University of Manitoba as well as a Master Municipal Clerk Designation from the International Institute of Municipal Clerks. Mr. Lemoine has also served as President for the International Institute of Municipal Clerks (2013 to 2014), representing over 13,000 City Clerks in fifteen countries.
