The City of Winnipeg has adopted electronic bidding for all Bid Opportunity documents which are issued through the MERX website.

There is no charge to view City of Winnipeg documents on MERX. Fees are applicable only when submitting a bid. There may be a charge to access bid solicitation documents from other organizations.

File transfer instructions

FTP site

A FTP (File Transfer Protocol) site has been set up to allow users to upload folders for the efficient transfer of electronic documents.  NOTE: the folders cannot be changed or deleted once uploaded to the site.  Notify the Purchasing Division at immediately after the upload is complete.

Document types & file naming convention

The documents are to be published using standard formats. The most common format is PDF used for the Bid Opportunity specifications and related drawings. Excel will be used for an electronic Form B. To avoid format change issues, document creators should not use any security on PDF documents.

It is necessary to be consistent with the saved names of our documents so a standard naming convention has been developed.

For the process to be efficient, all files must be put into a folder named with the bid opportunity number.

Uploading files

Uploading - step by step

  • On your workstation or server, compress or zip your files and name with the bid opportunity number. (Named folders can not be created on the FTP site)
  • Save Word documents and AutoCAD drawings to PDF format, without security.
  • Name all files using the naming convention.
  • Access the FTP site by entering: https://winnipeg.ca/finxfer/ in the address bar of your web browser and enter the following:
    • The bid opportunity number
      • Compress or zip files before upload
    • Click on the Browse button and find the FILE FOLDER with the files to compress or zip.
    • Highlight the ZIPPED folder and select Open, the compressed/zipped folder will be uploaded.
  • Enter the verification code
    • Click on the upload button

Send email to:  to indicate that the document folder is waiting to be downloaded.
