UPDATE: Missing Person: Cody Harper– C17-32418

The Winnipeg Police Service had previously requested the public’s assistance in locating 14-year-old Cody Harper who was last seen on February 15th, 2017, in the River-Osborne area.

Harper has since been located. We thank the public for their assistance.  

As previously released:
The Winnipeg Police Service is requesting the public's assistance in locating a 14 year old male, Cody Harper.  Harper was last seen in the early hours of February 15th, 2017, in the River-Osborne area of Winnipeg.

Harper is described as Aboriginal, 5'4", 150lbs, with brush-cut brown hair and brown eyes.  He was last seen wearing a black t-shirt, black sweater, and patterned pyjama pants.

The Winnipeg Police Service is concerned for Harper's wellbeing and is asking anyone
with information regarding his whereabouts to contact the Winnipeg Police Service

Homicide – Arrests: R16-92861

After an investigation that spanned several months, homicide investigators have arrested and charged the following individuals in connection with the murder of Jennifer BARRETT, 42-years-old. Barrett's death had not previously been released.

 - Perez Adaryll CLEVELAND, 43, Canadian Citizen (Born USA)
Charged: First Degree Murder

 - Jessica Elizabeth REID, 34, of Winnipeg
Charged: Accessory After the Fact to Murder

 - Holley Alyssa SULLIVAN, 28, of Calgary
Charged: Accessory After the Fact to Murder

All three have been detained in custody.

In the late fall of 2016, homicide detectives began an investigation into human remains that had been recovered.

The victim – Barrett, and the three accused shared a residence in the Waverley Heights neighbourhood of Winnipeg. In August, 2016, the victim had succumbed to injuries sustained during an assault that lasted several days. The victim’s remains were placed in a barrel along with several chemical agents which hastened the decomposition of the body. The barrel had been left on the property.

A search warrant was executed on December 1, 2016. Forensic lab results were required to confirm the identity of the deceased.

As a result of this lengthy investigation, Cleveland was arrested while in custody at Headingley Gaol, Reid was arrested at a residence in Winnipeg, and Sullivan was arrested with the assistance of Calgary Police Service.

Robbery Arrests C17-33204

The District 11 Crime Unit has charged two individuals with 5 robberies after a spree of violent incidents that began on the afternoon of 2017-02-15.  In each case, armed with knives, the suspects robbed victims of their personal belongings.  The incidents took place in the downtown area.

One victim received a laceration that required treatment in hospital.

Just after 11 p.m., general patrol members took two individuals into custody.

Randal GLADUE, 28 years, and Samantha STEVENSON, 19 years have both been charged with:

-Possess Weapon for dangerous purpose
-Possess Prohibited weapon
-Robbery X5

Both also face charges of drug possession and breaching court conditions.

Male Shot – C17-33851

At approximately 9:10 p.m. on February 16, 2017 Winnipeg Police and Winnipeg Fire Paramedic Services responded to an incident in the area of Furby Street and Ellice Avenue. Upon arriving officers located a male youth who was suffering from a gunshot wound to his lower body. The victim was transported to the hospital in critical condition. He remains in non-life-threatening condition.

The investigation determined that a group was confronted by a male suspect and robbed of personal items. During the robbery the suspect produced a gun and one of the male youths was shot. The suspect fled the area prior to police arrival.

Due to an armed suspect having fled the scene, the Tactical Support Team and the AVR-1 were deployed.

This investigation is continuing by members of the Major Crimes Unit. Anyone with information that may assist investigators is asked to call 204-986-6219 or Crime Stoppers at 204-786-TIPS (8477).

Suspicious Person  C17-33423

The Winnipeg Police Service is seeking information regarding a suspicious incident that occurred at the intersection of Kullman St. and Snowden Ave.  On February 16th at 9:30am, officers in East District were assigned to speak to an 8 year old boy who reported that he had been approached by a man the previous two days while walking to school. 

It was reported to officers that the male was driving a Black Ford Windstar Van, who offered the boy a ride. The man is described as middle aged, East Indian in appearance, wearing a turban, having a small build and facial stubble.

Winnipeg Police School Engagement Officers encourage parents and educators to remind youngsters of the following street safety tips:

  • Use the buddy system. Walk together with a friend, sibling or a parent rather than alone when you are going to and from places.  There is safety in numbers.
  • If approached by a stranger, never go with him or her. Trust your instincts, turn and run the opposite way and tell a grown up as soon as possible.
  • Never accept a ride from a stranger. If approached by someone in a car offering you a ride, keep a safe distance away.
  • If a stranger is following you, in a car or on foot, run home or to the nearest public place (police station, fire hall, bank, restaurant or a block parent house - or any place that would have plenty of people).
  • Know not all strangers are dangerous. Find a safe person such as a police officer or a cadet in uniform, firefighters or paramedics in uniform or bus driver and ask for help.

Arrest Warrants Issued in Homicide Investigation - C17-0026739

As previously released - On February 6, 2017 at approximately 11:15 p.m., officers along with members of the Winnipeg Fire Paramedic Service responded to the 500 block of Magnus Avenue regarding an injured male.

A 28-year-old male identified as Canon Franklin BEARDY of Winnipeg was located suffering from multiple serious injuries and transported to hospital in critical condition. He has since succumbed to his injuries.

A 14 year old youth has been charged with 2nd Degree Murder in connection with the homicide, but members of the Homicide Unit continue to investigate and are seeking two other males.

The Winnipeg Police Homicide Unit has obtained a court order authorizing the publication of the identity of a youth wanted in connection with the homicide.

Attempts to locate a 16-year-old male have been unsuccessful.  He is charged with 2nd Degree Murder, and a warrant for his arrest has been issued. 

An arrest warrant for 2nd Degree Murder has also been issued for 19-year-old Joshua LECLERC.
