Weapons & Drug Offences – Arrests: C23-21046

In January 2023, the Guns & Gangs Unit began a drug investigation regarding the trafficking of cocaine from two residences – one in the 300 block of Alfred Avenue in Winnipeg and the other on Dawson Road in St. Anne.

During the evening of January 27, 2023, the Tactical Support Team executed a search warrant at the Alfred Avenue residence, while the RCMP's Emergency Response Team executed a search warrant at the Dawson Road residence.

A search of the Alfred Avenue residence resulted in the seizure of a number of items, including the following:

- 6.7 ounces of cocaine (estimated street value of $10,000)
- 100 percocet pills (estimated street value of $1,500)
- $17,995 Canadian currency
- Approximately $25,000 worth of contraband cigarettes
- A mobile phone
- A scale
- Drug packaging materials

A search of the Dawson Road residence resulted in the seizure of a number of items, including the following:

- A .22 calibre rifle with two loaded magazines
- A loaded .22 calibre revolver (with several spent rounds)
- A 30-06 pump-action rifle
- A loaded .22 calibre rifle
- Various .22 calibre rounds
- A pellet rifle
- A compound bow with arrows
- A mobile phone
- 5 grams of cocaine (estimated street value of $500)
- Scales
- Score Sheets
- Drug packaging materials

James Robert Armstrong, a 41-year-old male of Ste. Anne, has been charged with:

- Possession of a Scheduled Substance for the Purpose of Trafficking – Cocaine (x2)
- Possession of a Scheduled Substance for the Purpose of Trafficking – Oxycodone
- Possession of Proceeds of Property Obtained by Crime Over $5000
- Possession of a Firearm Knowing its Possession is Unauthorized (x4)
- Possession of a Loaded Prohibited or Restricted Firearm
- Store Firearm or Restricted Weapon Contrary to Regulations (x4)
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order x4)
- Possession of a Weapon (x2)
- Operation of a Conveyance While Prohibited by Order Under Criminal Code
- Fail to Comply with Condition of Release Order (x9)
- Unlawful Possession of Sale of Tobacco Products (Excise Act)

He was detained.

A 41-year-old female of St. Anne is facing charges of:

- Possession of a Scheduled Substance for the Purpose of Trafficking – Cocaine (x2)
- Possession of a Scheduled Substance for the Purpose of Trafficking – Oxycodone
- Possession of Proceeds of Property Obtained by Crime Over $5000
- Unauthorized Possession of a Firearm (x4)
- Possession of a Loaded Prohibited or Restricted Firearm
- Store Firearm or Restricted Weapon Contrary to Regulations (x4)
- Possession of a Weapon (x2)
- Unlawful Possession of Sale of Tobacco Products (Excise Act)

She was released on an Appearance Notice (as mandated by the Criminal Code).
