Assault with a Weapon/ Utter Threats – Arrests: C23-231078

Released: September 23, 2023 at 3:17 p.m.

On September 22, 2023, at approximately 11:00 p.m., the Winnipeg Police Service responded to a retail establishment in the 2100 block of McPhillips Street for the report of three adult males who had been assaulted.

North District General Patrol officers identified three victims, aged 26,28 and 37, who were sprayed with a noxious substance believed to be bear spray. The victims did not seek medical attention, and four suspects fled in a vehicle before police arrived.

The suspects subsequently drove to a residence in the 100 block of Manor House Court, where General Patrol officers were nearby investigating an unrelated matter. Based on information provided by the dispatcher, officers recognized the vehicle involved in the assault mentioned above. As they approached the suspect driver, he became aggressive and confrontational toward the officers, enticing them to fight and impeding their investigation. Officers deployed a Conducted Energy Weapon (Taser) to place the suspect under arrest. Two officers were physically assaulted during the arrest but suffered no injuries.

The three remaining suspects exited a nearby residence and attempted to intervene by confronting the officers. Additional units quickly attended, and all involved parties were arrested without further incident.

Through their investigation, officers linked all four suspects to the prior assault on McPhillips Street. Officers learned that following a verbal confrontation with security personnel at the retail establishment, one of the suspects produced and deployed a canister of bear spray in their direction. The suspects fled together in a vehicle, and police were contacted.
