First-of-its-kind-in-Winnipeg plan brings together recommendations from three landmark reports

Winnipeg, MB – The Winnipeg Fire Paramedic Service (WFPS) has developed a strategic direction based on three foundational reports to help ensure current and future service demands are met. The 2020 Strategic Direction will be presented at the Standing Policy Committee on Protection, Community Services and Parks (SPC-PCS) on March 4, 2020.

“As Winnipeg grows it’s our duty to ensure services are available today and in the decades to come,” said Chief John Lane. “The WFPS is already seeing the pressures on our service as a result of population growth, changing demographics, and other influences. It’s our responsibility to address current needs while ensuring future generations also have a quality emergency response system.”

To properly assess current programming and resources and plan for the future, the WFPS commissioned three complimentary reports, summarized in the 2020 Strategic Direction Detail:

  1. Fire Underwriters Survey provides data from surveys of fire protection programs throughout Canada and a comparative assessment of Winnipeg, and provides the City’s fire insurance rating for insurance premium discounts
  2. Community Risk Assessment Standards of Cover documents community risks, response resources, deployment strategies and service levels;
  3. WFPS Master Plan contains an analysis of present and future needs together with recommendations provided in the two documents noted above.

The Winnipeg Fire Paramedic Service has not previously undertaken a forward-looking assessment of this nature. The proposed recommendations are transformative, moving WFPS from its current state that has changed very little since unicity amalgamation in the 1970s, and position it to fulfill its response and regulatory mandates now and into the future. The recommendations are ultimately subject to Council’s consideration of the projects and budgets.
