Robbery – Arrest: C19-303387

Released: January 1, 2020 at 8 a.m.

On December 31, 2019, at approximately 4:51 p.m., North District General Patrol officers responded to the area of Mountain Avenue and Salter Street for a report of a robbery that had just occurred to a 17-year-old female.

The teenager had attended a residence in the 300 block of Salter Street to sell a mobile phone after making arrangements through an online classifieds service. She was invited inside the suite, at which time a firearm was pointed at her and she was robbed of the phone before fleeing.

Upon arrival, officers located a loaded sawed-off .22 calibre rifle that had been hidden just outside of the suite and took two occupants into custody.

Members of the Major Crimes Unit continued with the investigation and executed a search warrant at the suite. Several items were seized from within, including .22 calibre ammunition, 1.36 grams of cocaine, and 3.94 grams of methamphetamine. The stolen phone was also recovered.

Chelsey Dawn Osborne, a 21-year-old female of Winnipeg, has been charged with:

- Armed Robbery using a Restricted Firearm or Prohibited Firearm
- Use of Firearm During Commission of an Indictable Offence
- Careless Use of Firearm, Weapon, Prohibited Device or Ammunition (x2)
- Pointing a Firearm
- Possession of a Weapon
- Unauthorized Possession of a Firearm
- Possession of a Loaded Prohibited or Restricted Firearm
- Possession of Scheduled Substance – Methamphetamine
- Possession of Scheduled Substance – Cocaine

Kelly Marie Kroeker, a 27-year-old female of Winnipeg, has been charged with:

- Possession of a Weapon
- Possession of a Loaded Prohibited or Restricted Firearm
- Store Firearm or Restricted Weapon Contrary to Regulations
- Possession of Scheduled Substance – Methamphetamine
- Possession of Scheduled Substance – Cocaine

They were detained in custody.
