Project Navigator: R19-10807

In September 2019, the West District Community Support Unit initiated Project Navigator, targeting a suspect believed to be stealing and "chopping up" property such as boats, off-road vehicles and trailers in the Winnipeg area.

Community Support Officers partnered with the Commercial Stolen Auto Unit. The investigation led to an auto yard in Headingley, Manitoba where several stolen vehicles and trailers were recovered.

On November 29th, two search warrants were executed at an address located in the 800 block of Elmhurst Road by the West District Community Support Unit with the assistance of North District District Community Support Unit, West District General Patrol, Tactical Support Team, K-9 Unit, Commercial Stolen Auto Unit, and the Property Crimes Team within the Major Crimes Unit.

As a result of this investigation a 40-year-old male was arrested at this residence and will be charged with the following offences:
- Possess Property Obtained By Crime Over $5,000 x 4
- Possess Property Obtained By Crime Under $5,000 x 3
- Theft Under $5,000
- HTA Drive Disqualified x 5
- HTA Drive Without Motor Vehicle Liability Insurance x 5
- Other regulatory offences x 4

He was released on a Promise to Appear with Undertaking.

The investigation is continuing and additional charges are anticipated.

Total seized/recovered: $80,200 (includes snowmobiles, various types of trailers, boats and one three-wheeler).

Three full-sized trucks operated by the accused were seized under the Highway Traffic Act; a 2002 Lincoln Navigator, a 2000 Ford Excursion, and a 2014 Ford F250).
