Frozen Pipes Bulletin #15: Third Frozen Pipe Citizen Resource Centre opens today at Elmwood Kildonans Pool

Centre will augment access to resources for citizens in East Winnipeg

Winnipeg, MB - The City of Winnipeg today opened the third Frozen Pipe Citizen Resource Centre at Elmwood Kildonans Pool (909 Concordia Avenue). Like the existing locations at Cindy Klassen Recreation Complex and Fort Rouge Leisure Centre, this resource centre provides citizens with access to stations for refilling drinking water, in-person information access, personal comfort kits, cleaning kits and civic shower facilities.

“Every citizen whose water service has been interrupted matters and they deserve all the support we can offer right now,” said Randy Hull, Emergency Preparedness Coordinator. “That is the purpose of these three resource centres, and the City will continue to support impacted Winnipeggers where there is a demonstrated need to do so, until this situation has resolved.”

Resources available at Elmwood Kildonans Pool include:

  • Sanitization instructions and drinking water refill stations
  • containers of water (also available at select Winnipeg Fire Paramedic Stations)
  • in-person access to a 311 service representative for frozen water pipe reporting and temporary hose line assistance
  • personal comfort kit and cleaning kit from the Canadian Red Cross, Manitoba Region
  • access to shower facilities

Frozen Pipe Citizen Resource Centres locations and hours:

Elmwood Kildonans Pool, 909 Concordia Avenue
Monday to Friday from 6:00 a.m. to 8:00 p.m.
Saturday 9:00 a.m. to 5 p.m.; Sunday from 10 a.m. - 7:00 p.m.

Fort Rouge Leisure Centre, 625 Osborne Street
Monday to Friday from 6:00 a.m. to 9:00 p.m.
Saturday and Sunday from 8:30 a.m. to 8:30 p.m.

Cindy Klassen Recreation Complex, 999 Sargent Avenue
Monday to Friday from 6:00 a.m. to 9:00 p.m.
Saturday and Sunday from 7:00 a.m. to 6:30 p.m.

This winter there has been a sudden and dramatic increase in frozen water pipes due to prolonged periods of frigid temperatures and deeper-than-usual frost penetration into the ground. This is the second coldest winter in 75 years and frost has reached a depth of approximately eight feet.
