Winnipeg, MB - A new and improved Kilcona Park is officially on its way to northeast Winnipeg.
A $6.1-milllion construction project to improve accessibility, address aging infrastructure, and enhance amenities for residents and park users will start next week.
Work on the park includes:
- Demolition of vacant and deteriorated buildings and signage
- Improvements to the off-leash dog area
- Construction of a new roadway and multiuse path through the park
“These improvements will make Kilcona Park more accessible, functional and welcoming for a broader range of users,” said North Kildonan Councillor Jeff Browaty. “The dog park improvements will address areas that become muddy during wet weather, improve access for people with mobility challenges, and add amenities such as seating, waste containers, and shade. The new roadway will also improve access to an underused area near the lake, creating more opportunities for residents to enjoy this important public space.”
We are carefully staging construction to maintain safe access to key amenities while supporting the timely completion of long-term improvements.
Throughout the work, all dogs in the area are required to be leashed. This will help us keep pets, dog owners, park visitors, and construction crews safe. Active work areas, loud noises, and changing ground conditions make the area too unpredictable for a safe off-leash experience.
New roadway and multiuse path
Work on the roadway and path will start Monday, August 24.
The new roadway will improve connections within the park and access to the waterfront area. It will also create access for emergency vehicles and bus turnarounds near the Chris McCubbins Trail.
The multiuse path will provide additional options for walking, running, and cycling, while improving access to the existing trail network. As part of this work, we will add grasses and trees to enhance the area, increase shade, and support naturalization.
We anticipate finishing the roadway and pathway work in Fall 2027.
Off-leash dog area improvements
We will also start work to improve the off-leash area in the next few weeks. The area will remain open throughout construction.
We’ve designed improvements to improve accessibility, drainage, safety, and the overall experience for visitors and their pets.
Features include:
- New accessible entrances, fencing, and gates
- Grading improvements to improve accessibility and address areas that become muddy during wet weather
- Improved signage
- New benches and waste containers
- Parking lot improvements
- Gravel and mulch walking trails through the off-leash area
- Trees, natural grasses and other landscaping to improve shade and support biodiversity
We expect to complete work on the off-leash area in Summer 2027. Dogs will be required to remain on-leash throughout the area until road construction is complete.
Site renewal and waterfront naturalization
We will start demolition of vacant and deteriorated buildings and site signage at the former Harbourview Complex in September.
This will address safety concerns, improve the site’s appearance, and create space for waterfront naturalization with planted grasses and trees.
We expect to finish demolition and removal work before winter.
Naturalization and planting will take place in Spring 2027.
Access during construction
- The west-side dog park parking lot will remain open throughout construction.
- Access to the main parking lot will be via a new temporary access.
- The golf course and pro shop will remain open to the public, with the pro shop temporarily relocated to the northeast parking lot.
- We will maintain pedestrian access to Nursery Road along the west side of the park.
